Working in 52 developing countries across Africa, Asia and the Americas, Plan aims to reach as many children as possible, particularly those who are excluded or marginalized with high quality programs that deliver long lasting benefits by increasing its income, working in partnership with others and operating effectively.

Plan International has been implementing grants from the Global Fund to Fight AIDS, Tuberculosis and Malaria, since Round 4 in various roles of Principal Recipient (PR), Sub- Recipient (SR) and Sub Sub-Recipient (SSR). Covering countries like, Benin, Burkina Faso, Liberia, Cameroun, Guinea, Liberia, Mali, Niger, Senegal, El Salvador, Thailand, Togo and Zimbabwe.

Plan International has been awarded GC7 TB/HIV/RSSH grant from the Global Fund to Fight AIDS, Tuberculosis and Malaria. Plan International Liberia been selected to as PR to implement the grant with multiple partners including MOH as SR/SSR/SP (Service Provider).

This post is needed to ensure quality and compliance with programmatic and financial indicators of Sub Recipients, through on-going support to field work in research, planning, monitoring and evaluation.

Dimensions of the Role

With support of the M&E Coordinator, the M&E Officer supports the national program M&E activities of the PR/SR/SRR/SP by:

  • Developing monitoring and evaluation plan for the project.
  • Developing a Monitoring and Evaluation plan for county activities.
  • Monitoring and Evaluation of financial and programmatic goals outlined in the proposal.
  • Reviewing and analyzing the data and reports from the sub-recipients and providing feedback and recommendations to improve their performance and quality.
  • Supporting the development and tracking of detailed budget for M&E activities, based on the performance framework and the M&E plan.
  • Updating the Detailed Implementation Plan with current results achievement data and providing analysis of the results and commentary for any variances from target.

Development of monitoring and evaluation plan

  • Ensure the effective implementation of instruments and mechanisms for monitoring and evaluation of the Global Fund grant at the Country Office;
  • Continuously review work plans, implementation and monitoring plans to ensure relevance and alignment with approved Performance Framework.
  • Conducting, coordinating monitoring, and evaluation activities, such as baseline surveys, needs assessments, progress reports, impact evaluations, and lesson learned workshops.
  • Ensure the technical preparation of Local Global Fund Agent (LFA) missions and ensure Plan meets the framework requirements.

Development of a Monitoring and Evaluation Plan for county-level activities

  • Cascading the overall framework and plan for project M&E, including indicators, data collection methods, data quality standards, reporting formats and timelines to county-level teams
  • Training county-level teams on M&E tools, mechanisms for monitoring/evaluation and use of the monitoring system.
  • Supporting the use of national M&E system by ensuring that implementing partners use the national system for their program reporting
  • Ensuring that the monitoring system has been updated with current and correct results and targets data.
  • Providing technical support and capacity building to the sub-recipients on M&E skills, systems, and tools, including training as needed.

Monitoring and Evaluation of financial and programmatic goals outlined in the proposal

  • Ensures that the monitoring and evaluations plans for the sub-recipients are aligned with the expected results according to the specifications of the Global Fund.
  • Supports the development of quarterly and annual progress reports by providing performance data and analysis in a timely manner.
  • Monitoring and reporting the expenditure and utilization of the M&E budget on a regular basis, and making adjustments as needed in consultation with the
  • Supports the design and implement a system to monitor the progress and risks of sub-recipients’/ Sub-sub-recipients/ Service Providers’ activities and alert the M&E Coordinator in case of any delays or issues with results achievement or data quality.
  • Verifies and validate the data provided by the sub-recipients and ensure its accuracy and quality.
  • Produces and submit progress reports within 40 days after the end of each quarter.
  • Manages and track the indicator data and report it to the M&E Coordinator on a monthly and quarterly basis.

Dealing with Problems

  • Execution of alternatives based on the grant Risk Management Plan;
  • Collect information on specific actions Management Plan to overcome the emergency.

Knowledge

  • University degree in Social Sciences, Public Health, Health Economics or related field;
  • Minimum 3 years of experience in monitoring and evaluation and project management;
  • Knowledge of indicators for monitoring and evaluation of disease;
  • Participated in studies and health assessments;
  • Proven experience working with partners.

  • The position is based in Plan International Liberia Country office. Trips within the county when necessary - sometimes at short notice.
