Project Context and Scope
IOM Moldova’s Monitoring and Evaluation (M&E) and Information Management (IM) Unit, which is part of the Program Support Unit, plays a critical role across the mission, interfacing with program divisions and senior management to support the mission's objectives. The unit's work encompasses a broad range of activities designed to enhance program effectiveness, Information management, accountability, and knowledge sharing. In terms of supporting the program divisions, M&E Unit is researching feedback from people, whether local community or refugees, who received assistance or services according to different programs. Since feedback from beneficiaries is crucial for understanding assistance impact, satisfaction and further needs or suggestions, collecting quality data is a very important step and requirement in the workflow of supporting program divisions.

Monitoring and Evaluation (M&E) and Information Management (IM) Unit, part of the Program Support Unit.
Category B Consultants: Tasks to be performed under this contract a. Attend training sessions b. Conduct CATI and CAPI Interviews c. Administer questionnaires accurately d. Collect observational data e. Ensure ethical conduct f. Use digital tools g. Submit data promptly h. Report issues to supervisors i. Report urgent cases to supervisors for further referral. j. Travel when necessary
Performance indicators for the evaluation of results a. Productivity: Number of completed interviews per day/week b. Data Quality: Consistency of responses across similar items (spot-checked by supervisor) c. Ethical Compliance: Rate of informed consent properly obtained – 100%
Education, Experience, and/or skills required. High School diploma with one year of relevant experience performing the same responsibilities. • Experience in data collection methods • Experience in building and maintaining key informant networks • Experience in using paper questionnaires and forms when conducting interviews • Experience using computers, mobile phones, and/or tablets for data collection or data entry • Experience with Kobo or other data collection software
Travel required Should the Consultant be required to travel by the Organization, the Consultant will be provided with transportation or reimbursed for the cost of their travel following advance agreement and in accordance with IOM’s travel policies, including IN/6. If required to undergo official duty travel (TDY) outside their duty station, the Consultant:
- will receive a Daily Subsistence Allowance (DSA) according to IOM’s established rates, during their stay in the place of duty while on TDY.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.

Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, security clearances.
