The key purpose of this consultancy is to support the PMCD Section to address the recent audit recommendations regarding Performance Management and Career Development, and ensure the implementation schedule is prepared with accountabilities clearly defined for monitoring and evaluation purposes, ensuring impact for UNICEF.

How can you make a difference?

The consultant will support the HR Manager, PMCD in preparing an implementation schedule with clear accountabilities including PM staff, DHR staff and senior staff across the organization. Within the PMCD Section, the Consultant will be supervised by HR Manager, PMCD who will provide day to day guidance - with overall guidance provided by the Chief, PMCD. The consultant will also work closely with the PMCD HR Officer, Data and Analytics Section of the Division of Data, Research and Policy, particularly around their work on preparing and capacitating countries to sustainably collect, analyse and use high-quality, timely and disaggregated data in the area of Performance Management and Career Development.

The consultant may also help support development and monitoring of the PMCD 2023 Annual Workplan (through June 2023). The consultant may lead on the monitoring and periodic updates including bi-monthly review meetings within the section.

The main deliverables will include:

  • PMCD section has implementation plan with accountabilities for each recommendation
  • Implementation of recommendations are monitored and assessed for impact and sustainability.
  • Monthly reports produced with updates, highlights and follow up actions to be taken, including with the DHR leadership, different DHR sections and OIAI, as applicable
  • PMCD 2023 Workplan is developed and reviewed on bi-monthly basis
  • Any other planning and monitoring activities, including process improvements

To qualify as an advocate for every child you will have…

  • Advanced university degree or equivalent in statistics, demography, social anthropology, sociology, political science, public health, or other related development degree.
  • At least 5 years of experience in non-profit work, planning, or monitoring and evaluation.
  • Demonstrated ability to design M&E frameworks.
  • Knowledge on indicators, administrative data management and Key Performance Indicators.
  • Proven ability to conduct data analysis.
  • Experience in working with NGO, government, and international organizations.
  • Excellent analytical, communication, writing skills in English.
  • Knowledge of another UN language (Chinese, Russian, French, Arabic or Spanish) is an asset.
  • Excellent computer skills, including MS Word, Excel, etc.
  • Ability to work productively in a team environment as well as independently, and the ability to handle requests or issues as they arise.
  • Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with people in a wide range of functions in a multi-cultural environment.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
