Contract

This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Indonesia is determined to become a high-income economy by 2045, eradicate extreme poverty, and meet the Sustainable Development Goals (SDGs) by 2030. In line with the Global Accelerator Roadmap, the joint programme/JP focuses on accelerating two key transformations: social and economic. For social transformation, JP aims to strengthen social protection systems by enhancing interoperability, revising policies with stakeholders, and building institutional capacity. It seeks to expand coverage to vulnerable groups, improve financial efficiency, and maximize social returns on investment. Achieving these goals will require policy changes and collaboration with employers, workers, and other stakeholders to ensure broader participation and commitment. On the economic side, the JP will improve educational responsiveness to the private sector’s needs through sector-specific skills councils and the enhancement of apprenticeship programs. It will review and refine vocational training financing, leveraging innovative models such as skills development funds. The programme will also assess the skills needs in climate-affected areas and create targeted programs for vulnerable populations. Additionally, the JP will focus on building capacity for just transitions by empowering policymakers and micro, small, and medium enterprises (MSMEs), and piloting innovative financing schemes like social impact investments. This initiative is designed to directly contribute to the achievement of SDGs 1 (No Poverty), 4 (Quality Education), and 8 (Decent Work and Economic Growth). It is expected to benefit 1,400 people directly and impact 58 million Indonesians indirectly, including those currently enrolled in programs like PKH (Family Hope) and Sembako (Food Voucher). The JP will also harness $5 billion in government funding to implement the Global Accelerator Roadmap on social protection and jobs, ensuring a comprehensive and coordinated approach to poverty alleviation and sustainable economic growth.

With close coordination with Project Manager UN Joint Programme Global Accelerator & MGA, and under supervision of UNDP Programme Analyst RRGU/Project Coordinator RRGU, the UN Volunteer will undertake the following tasks:

  1. Ensure effective result-based management monitoring and evaluation of project: • Design and implement result based monitoring and evaluation system to assess the progress of the Activities in each Output, and result of the project. • Facilitate in development of M&E UN Joint Programme Global Accelerator. • Monitor progress against the result framework, challenges and risk during the project implementation. • Compile data from each implementing agencies based on result monitoring.

  2. Data and information management • Responsible to collect, compile, and share UN Joint Programme Global Accelerator with Project Team. • Collect, classify, and store information in accessible database management for easy retrieval. • Collect policy data, socio-economic relevant data of Global Accelerator project imple-mentation, and provide to the Project Manager and other stakeholders when required.

  3. Ensure effective reporting result of the project: • Monitor project progress and prepare draft biweekly/monthly/quarterly/final project re-port for further review by Project Manager in prior submiting regular monitoring reports for UN Joint Programme Agencies, GoI and oher key stakeholders. • Collect and update project information at regular interval, and filing record of meetings, workshops, etc through minutes and reports as advised by the Project Manager. • Develop high quality progress reports for donor as per requirement.

  4. Effective communication of the project: • Develop communication plan for the UN Joint Programme Global Accelerator, with consultation to Project Manager. • Support to implement and report on the communication action plan. • Ensure high quality information and visibility of the project activities to the stakeholders. • Develop communication materials for project. • Draft talking points, letters and presentations for communications with development partners and government. • Maintain the archive of documentation, communications and correspondence related to the activities. • Participate in all meetings related to Global Accelerator and M-Global Accelerator communication and Monitoring Evaluation organized by the GA Technical Support Fa-cility or ILO as the lead PUNO.

The position will be based in the Special Area of Jakarta municipality. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
