Job Description

Working under the direct supervision and guidance of the MEAL Manager, the M&E Assistant will be based in Mogadishu. The M&E Assistant will work closely with all Health/nutrition program staff in the facilities to implement the IRC Health and in particular the NCD commitments, improve program quality through enhanced data management systems and processes supporting Health projects under the NCD grant.

The Assistant will support the Senior M&E officer, MEAL & health managers, medical officers and facility in-charges in managing day to day M&E tasks arising in the facilities and providing technical support to medical teams to ensure effective implementation of the project

Roles & Responsibilities

- Assist in routine data collection and entry for various project interventions implemented in the field and ensure that complete, accurate, clean, and consistent data is shared with the MEAL Manager and Health technical team for data analysis and action planning. - Ensure proper filing and storage of M&E documents including questionnaires, monitoring reports, datasets, among others and participate in regular data verification and audit exercises to assess the quality of data reported and address any anomalies identified. - Submit to the Health technical staff and MEAL Manager weekly and monthly Quarterly, Biannual, and annual reports through provision of timely accurate and updated data. - Develop project monitoring and evaluation tools with support from MEAL Manager and Project Lead and Keenly track project progress through standardized data collection tools and methodologies. - Support the implementation of IRC’s MEAL standards including the Monitoring for action (MFA) standards in field sites. - Support program staff to engage in continuous data quality improvement and support project staff to frequently use data for program improvement. - Participate in quality of intervention monitoring together with stake holders while ensuring availability of data for assessing program quality. - Support the operation of feedback channels (logbook, client satisfaction and engagement surveys). - Support the recording of feedback, analyses, and accessibility of feedback data for programmatic decision making.

Key Working Relationships:

- Position Reports directly to Health/nutrition MEAL Manager. - Position directly supervises: None

Other Internal and/or external contacts:

- Internal: Health Managers and Officers, and Field Coordinator. - External: Beneficiaries, program partner organizations, local and national government.

Qualifications

- A technical degree or equivalent - additional relevant work experience may substitute for education. - A minimum 2 year of working experience in a related field. - Possess basic technical knowledge of M&E approaches and techniques in some or all the following areas: Outputs, Outcome monitoring; Theories of Change, Logical frameworks, Data collection, Basic data analysis, Accountability, Client feedback mechanisms. - Experience in conducting primary quantitative data collection and data entry. - Basic proficiency and experience with mobile data collection such as Kobo, CommCare, ODK Collect is required, knowledge of Tableau, PowerBI, or GIS software tools are additional assets. - Good computer skills in MS Office, especially Excel; and Word – with experience in writing reports. - Self-motivated and pro-active attitude with good organization, planning, and analytic skills, including prioritizing work, multi-tasking and attention to detail. - Flexibility and ability to work under pressure and in constantly evolving work environments; - Demonstrated analytical, systematic-thinking, and problem-solving skills are definite assets; - A strong understanding of accountability and proven ability to build Client Feedback Systems - English language is required and fluency of Somali. - Willingness to travel to various field-level offices.
