You have:
- At least 4 years of progressively responsible experience in capacity development, designing and implementing gender and protection related capacity development initiatives.
- At least 2 years of relevant experience at the national and/or international level in monitoring, evaluating and reporting development and humanitarian projects/programmes.
- Prior experience working with government and national institutions is an asset.
- Prior experience in women’s empowerment and social protection programmes is an asset.
- Prior experience in research, data collection and analysis, Monitoring, Evaluation and Learning systems, accountability to affected people in humanitarian and development settings.
- Prior experience working with programme teams in integrating accountability frameworks within programme design/implementation.
- Experience in ensuring inclusion of gender (and other intersectional considerations) within AAP.
Contract
This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.
Reporting directly to the Representative and under the technical guidance of the Programme Manager, the M&E and Accountability to Affected People (AAP) Officer will work in close collaboration with Monitoring and Evaluation Analyst, and all relevant staff to ensure that accountability is systematically integrated across all programming efforts. The AAP Analyst will play a pivotal role in providing technical advisory support and institutional capacity strengthening to the Ministry of Social Development (MoSD), particularly in light of its expanding role in the direct implementation of the OASIS programme at both the national and governorate levels. Currently, the AAP mechanism requires further development and institutionalization. Central to this approach is the principle of listening to affected populations as they articulate and address their own needs. The mechanism emphasizes participatory design and implementation, ensuring that communities are actively involved in shaping and rolling out their own solutions. The overarching objective is to empower affected individuals to lead their own preparedness, relief, and recovery processes. In doing so, the APP Officer will serve as primary advisors and accountability agents for UN Women and its partners, ensuring that services and assistance are delivered effectively and equitably. To reinforce this mechanism, the AAP Officer will support the development of standard operating procedures (SOPs), enhance awareness-raising materials, and promote the integration of participatory approaches throughout the programme cycle. This includes embedding accountability principles into the organizational culture of the UN Women Jordan Country Office. Furthermore, the AAP framework and tools developed under the OASIS programme are expected to be adapted and scaled across other UN Women programming in Jordan. Additionally, the AAP focal point will support monitoring and evaluation efforts across the humanitarian programme of UN Women in Jordan, including through data collection, data analysis and dissemination.

Reporting directly to the Representative and under the direct supervision and technical guidance of the Programme Manager, the UN Volunteer will:
• Manage the community-based feedback mechanism (CBFM) hotline, with timely triaging of cases, follow up with relevant colleagues, daily reporting of cases to the representative and developing monthly analysis of trends. • Develope the current feedback mechanism to become more comprehensive, accessible and inclusive community feedback and accountability mechanism for all UN Women programming (including hotline, complaint boxes, focus group discussions and one-to-one consultations by engaging community volunteers) based on community, participant (volunteers) and staff feedback. Engage staff and participants within the process to ensure a by-in. • Support programming in developing their participatory approach from design to implementation of programming and learning in a sustainable manner. • Understand the needs, capacities and risks faced by groups potentially in situations of vulnerability in addition to women and girls such as persons with disabilities, children, and older persons. • Support in developing accountability to affected people Standard Operating Procedures (SOP) for all UN Women programming based on community and staff feedback and engage the programme teams throughout the process. • Develop awareness raising material including posters on the available CBFM. Hold awareness raising sessions on the CBFM as needed. • Develop and ensure appropriate use of enhanced community feedback and satisfaction monitoring tools and surveys. • Oversee that UN Women staff are adequately trained on the accountability mechanisms and participatory engagement throughout programming so that accountability is included in all programme staff roles. • Reinforce partner capacity on AAP and learning from partners on best ways to integrate accountability in their work.
Additionally, the assigned UN Volunteer will support the M&E functions of UN Women’s humanitarian programme as follows: • Support the data collection of registration, baseline and endline data for each rotation of beneficiaries. • Support any additional data collection efforts within the humanitarian programme. • Support the monitoring of programme partners against the indicators and targets as established in the programme partner agreement. • Support the analysis of the data collected. • Support the preparation of quarterly updates, donor reports and the distribution of information as needed.

Amman, the capital, is a peaceful city with over four million residents. People are friendly to visitors. Services in terms of banking, transportation, health and communications are easily available. Though Arabic is the official language, English is widely spoken among the majority of the population, especially in Amman. Road network is good both in terms of spread and quality of the roads. Public transportation in Amman is limited. Taxis are relatively cheap and easily available. There are a number of shopping malls, restaurants, gyms, and cinemas. A large variety of accommodation options can be found; however, it is worth noting that prices in Amman have generally increased in the past few years. There are no specific security threats. Amman is a very easy city in which to live; large, many amenities, very modern and serviced by an international airport with direct flights to most capital cities. According to the assessment of the UN Department of Safety & Security (UNDSS) Jordan is a family duty station (category A hardship).
As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the insurance plan.
