Result of Service

The incumbent reports directly to the Chief, Environmental Standards Section of the Air Transport Bureau. The LTAG and cleaner energy Consultant will directly support the coordination of work-related green innovation activities including the coordination of work related to technology, operations and fuels, and all innovations to decarbonize the aviation sector. The LTAG Consultant will support the work on the implementation of the LTAG and ACT-SAF, including leading on the development of new initiatives.

It should be noted that this full-time consultancy is to be filled for a period 12 (twelve) months.

Duties and Responsibilities

THE ORGANIZATIONAL SETTING

This consultancy is within the Environmental Standards Section (ES) within the Air Transport Bureau (ATB). ICAO's activities in the environment field aim to limit or reduce the impact of international aviation on noise, local air quality, and the global climate. ES is responsible for the development of a range of standards, policies, guidance material and tools, and carries out analyses related to aviation and the environment. It also provides support to the Assembly, the Council, the Air Navigation Commission (ANC), and the Committee on Aviation Environmental Protection (CAEP), a technical committee of the ICAO Council.

The LTAG Consultant will directly support the green innovation activities including the coordination of work related to technology, operations and fuels, and all innovations to decarbonize the aviation sector. This consultant will assist in analytical work related to achieving net zero carbon emissions by 2050 for international aviation. The LTAG Consultant will also support the work on the implementation of the LTAG and ACT-SAF and will assist in leading the ICAO work on cleaner energy and will report to Chief, Environmental Standards.

MAJOR DUTIES AND RESPONSIBILITIES

  1. Undertakes assessments related to the work on cleaner energy, achieving results such as:

• Conducts analyses to further the work on achieving net zero carbon emissions by 2050 for international aviation; • Contributes to the technical work on the implementation of the LTAG including liaising with industry and other relevant stakeholders; • Assists in the development of the LTAG-related meetings on technology, operations and fuels.

  1. Coordinates and assists in the development and preparation of events, material, documentation, reports, and presentations related to Environment, achieving results such as:

• Leads, with C/ES, the development of all LTAG related meetings; • Coordinates the development of documentation and presentations related to meetings associated with in-sector emissions reduction opportunities through aircraft technology improvements, innovations, SAF and operational improvements; • Conducts research as required and provides material to be published on the ICAO Environmental website.

  1. Assesses public information on worldwide innovations on CO2 emissions reductions including sustainable aviation fuels, technology and operations, and carries out quantitative analyses, achieving results such as:

• Critically assesses data and information on innovative research and development, programmes, market studies, financing, user contracts and agreements, flight tests and demonstrations, and commercial flights to assist the work in relation to the LTAG work; • Reviews technical reports, market assessments, technology evaluations, and similar reports and data, and prepares periodic updates on the state of development and deployment of evolutionary and novel measures to reduce CO2 emissions; • Maintains the ICAO tracker on novel measures and innovations to reduce CO2 emissions, including sustainable aviation fuels availability, technology and operations.

  1. Coordinates and assists in the development of assistance, capacity building and training programmes, achieving results such as:

• Develops projects under the ACTSAF programme, working directly with States and stakeholders; • Assists in the development of ACT programmes on technology and operations to help deliver the decarbonization of aviation; • Liaises with States and stakeholders to develop new and innovative components under the ICAO assistance, capacity building and training programmes.

Qualifications/special skills

Education:

Essential:

• An advanced university degree (master’s degree or equivalent), preferably in engineering, economics, science, political science, environment, or in a related discipline, is required. A first level university degree in the above-mentioned disciplines in combination with several additional years of experience may be accepted in lieu of the advanced university degree.

Professional Experience:

• A minimum of six years of experience in various components of the air transport system (such as government regulators, airlines, airports and other service providers), and their inter-relationship, is required. • Experience in providing service to international meetings, is required. • Familiarity of ICAO functions and its organizational structure, is required. • Experience with understanding technology, operations, and fuels, is required. • Experience in international environmental policies within ICAO, is desirable. • Experience with ICAO functions, its organizational structure, and international activities, is desirable. • Familiarity with the role of ICAO and of other international bodies active in the environmental field and with the work of Committee on Aviation Environment Protection (CAEP) technical working groups, is desirable.

Languages

Essential:

• Fluent reading, writing, and speaking abilities in English.

Desirable:

• A working knowledge of French and another language of the Organization (Arabic, Chinese, Russian or Spanish).

Additional Information

Please note that the monthly rate for Band C varies from CAD$7,562 to CAD$10,910.
