Background

The TaDWIR project is an EU funded project through UNDP that aims at supporting the solid waste sector in Lebanon. The specific objectives are to reduce volumes of waste that go to landfills, to improve qualities of waste that go to waste-facilities in general and to upgrade national systems for governance and cost coverage of managing municipal solid waste. Accordingly, the Project will be addressing specific waste streams such as healthcare waste, e-waste, green waste, reduction of landfilling from existing facilities, Paper & Cardboard, and slaughterhouse waste.

One of the main waste streams that will be tackled during the project implementation is the industrial waste. The project focuses mainly on two main streams (slaughterhouse waste, and Cardboard and paper waste), with the potential of accounting for other streams. When it comes to slaughterhouse waste Lebanon produces approximately 60,000 tonnes a year and hosts approximately 62 registered slaughterhouses. Despite the fact that slaughterhouse waste is rich in proteins and organic matter, making it very suitable for recycling by rendering and/or anaerobic digestion, such potentials are currently fully lost due to poor handling and current disposal practices. As for Cardboard and Paper Waste (CPW), Lebanon has 5 pulping mills and has the capacity to recycle 130,000 Tonnes/year. In 2019, the existing facilities treated approximately 65,000 Tonnes of CPW, while based on waste characterization Lebanon produces approximately 350,000-400,000 Tonnes/year. Thus, the recovered quantity is in the range of 20% while the rest is either exported or lost in landfills or dumping. Keeping in mind that the CPW industries provide approximately 400 direct jobs, and 1000 indirect jobs, and enables capitalizing on local resources and material.

This waste stream is of great concern because of its direct impact on safety, health and the environment.

Duties and Responsibilities

The Consultant shall perform all the services/work as necessary to fulfil the objectives of the consultancy contract as per the assigned missions.

The scope of work that may be requested under potential missions is defined, but not limited to the below list. The methodology or approach needed for delivering each of the below tasks should include extensive research and review of the literature, analysis of previous studies conducted in Lebanon, stakeholder consultations, meetings with the project team, government staff, local communities, industrialists and others.

  1. Advisory Support:

  2. Provide strategic directives for implementation of industrial waste streams. This includes: Identification and classification of the waste streams based on their nature and potential hazards, reduce waste generation by implementing measures to reduce the amount of waste generated in industrial processes, treatment and disposal of waste safely, and stakeholder’s engagement

  3. Provide technical guidance and insight on national solid waste management issues related to the specific industrial waste component of the project, particularly in relation to the policy recommendation and the development of technical, regulatory and legal guidelines and recommendations
  4. Design the technical roadmap for the relevant waste stream (industrial waste) in consultation with the project teams and national stakeholders while considering national priorities
  5. Provide technical advice to UNDP and key stakeholders on topics related to industrial waste recycling potential and management
  6. Develop a detailed action plan for improving industrial waste management for preassigned streams, particularly recycling of special waste streams (including partnering between recycling companies or establishing in-house recycling programs) and/or resource efficiency measures (such as reducing energy and water consumption, using raw materials more efficiently, and implementing cleaner production techniques.) and/or waste usage from one industry to another (circular economy, this can include establishing partnerships with other industries or implementing circular economy practices within the organization).
  7. Support in reviewing and assessing studies, reports, implemented works and project deliverables

  8. Design of Project Activities:

    1. Conduct financial, economic and operational feasibility assessments for potential industrial waste streams that can be recycled or treated using a circular economy approach in Lebanon.
    2. Design industrial processes for specific recycling activities as needed, this involves creating a systematic approach to collect, sort, and process waste material that has resource value. These designs will be implemented by UNDP as part of the project pilots
    3. Conduct field visits to the project sites as needed and conduct necessary assessment of the concerned industries on behalf of UNDP
    4. Meet with relevant stakeholders in the sector and support in project advocacy and data collection, when and where needed
    5. Support in developing terms of references and technical specifications for industrial waste recycling or collection or waste reduction interventions (studies, construction of facilities, implementation of activities, etc…) in line with the project objectives
  9. Governance and Legislation arrangements
    1. Elaborate the roles and responsibilities of all stakeholders including those within the industries themselves and that constitute the “generators” of industrial waste as well as those external stakeholders that are “users” of waste or that play a role in the value chain such as service providers, local communities, regulatory bodies, etc;
    2. Enhance the governance arrangements such as service zones, legality, enforcement, transparency, continuity, financial assessments and pricing;
    3. Advise on changes in national legislation needed to improve service delivery and monitoring at the national level (UNDP will be assigning a lawyer to draft the legal text).
  10. Capacity building
    1. Draft a capacity building plan/guide for service providers and to suppliers/producers of recyclable material to recycling industry to strengthen technical know-how and managerial capacities;
    2. Conduct actual training to preassigned service providers and suppliers/producers of recyclable material to recycling industry in line with the guidelines.
  11. National awareness raising campaign
    1. Provide technical information and support to the UNDP communication team to design an awareness raising campaign to address best practices in line with national approaches and international best practice
    2. Support or lead in conducting training of trainers (ToT) for the main stakeholders (Ministries, NGOs, relevant industries, suppliers etc.).

Competencies

Note: The candidate that is not proficient in English, will not be taken into consideration.

Required Skills and Experience

  1. Academic Qualifications

University degree (at the master’s level) in environmental sciences, chemical, industrial or solid waste engineering, waste management, or closely related fields

Years of experience

Minimum 7 years of relevant experience in industrial processes

Minimum 7 years of relevant experience in waste management

Technical experience

  • Experience in industrial processes in Lebanon (at least 3 projects in the past 7 years)
  • Experience in waste management (at least 2 project in the past 7 years)
  • Good experience in conducting technical and managerial assessments of industrial facilities (at least 2 projects in the past 7 years)
