Thanks to the quality of its work, UNICEF Côte d'Ivoire has gained the trust of several donors over time, implementing an increasing number of projects. Consequently, the office's need to develop proposals, document progress and communicate it effectively has also grown. At the same time, new opportunities keep emerging that require UNICEF to be flexible and responsive to take advantage of them and not miss important opportunities (e.g., during the COVID-19 crisis the average time to react to call for proposals was in the range of a week). As a result, there are times of the year that require specialized reinforcement of the team to meet emerging needs quickly and effectively. Given these circumstances, there is a need to establish an LTA with several specialized consultants (4) who can be mobilized to support the office during periods of increased workload. Therefore, UNICEF Côte d'Ivoire wishes to strengthen its team with dedicated Reporting and Donor Proposals Consultants whose support can be activated on a need basis throughout the year. This will allow the office to ensure the continuity of reporting, translation, editing needs and adequate quality in proposal writing.

How can you make a difference?

The consultant will be required to :

1) Development and/or quality assurance of donor proposals, donor reports and other strategic documents

Develop/support the development of quality donor reports and proposals based on identified funding gaps; this would include the definition of the context in the country and in the relevant sectors (building on the SitAn), action to date by UNICEF in each area, definition of a set of interventions to address different child rights deprivations, elaboration of result frameworks following RBM approach (Outcomes, outputs, specific results, activities and indicators), timeline for implementation and budget. The consultant will work in close collaboration with the Programme Chiefs of Section, the Deputy Representative, the Chief of Partnerships and Resource Mobilization, the Resource Mobilization Specialist, the chief of M&E. • On a need basis, support the development, review, editing and formatting of project reports and concept notes, ensuring high quality standards and submissions on time. • Formulate recommendations for improvements of programme design (RBM) at the proposal stage and for the improvement of reports and proposals.

2) Proofreading and translation of strategic documents

Work in close collaboration with management and programme staff to develop strategic documents (CPD, PSN, RAM, COAR, SMQ, SitReps, etc.), improve their quality, and/or translate them, as required. • Make strategic documents easily accessible though shared folders on SharePoint.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master) in Social sciences, Planning development, Communication, Journalism, Sociology, Public Relations, Public Affairs, International Relations, Marketing or in a related area.
  • At least five (5) years of professional experience in the areas of proposals development, reporting, communication, and Programme monitoring and evaluation.
  • Ability to graphically synthetize complex information and to develop effective presentations will be considered an asset.
  • Previous experience with report/proposal editing and formatting will be considered an asset.
  • Previous experience with proofreading and translation of strategic documents will be considered an asset.
  • Experience in international organizations, NGOs or UN agencies (particularly UNICEF) will be considered an asset.
  • Proficiency in MS Office Suite (Word, Excel, PowerPoint), Teams, and Planner will be considered an asset.
  • Full professional fluency in English and French both in writing and speaking (C2).

Other Important Points

Throughout the duration of the contract, the Consultant :

  • Be subject to UNICEF security guidelines, rules, standards and procedures, including those governing UN and UNICEF staff.
  • The consultant will work remotely
  • Must provide proof of medical insurance for the period covered by the contract.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
