Background:

UNICEF Viet Nam is one of the more than 190 UNICEF offices and part of the United Nations’ system in the country, working in close collaboration with the government of Viet Nam, subnational partners and UN agencies. UNICEF works Viet Nam since 1975, supporting our partners to ensure that every child is healthy, educated and safe from harm, therefore having the best start in life and a fair chance to reach her or his full potential and benefit from the country’s prosperity.

Contributing to meeting the objectives as set out in its country programme, UNICEF Viet Nam Office develops a variety of communication assets targeting audiences from both the public and private sector. High-quality photographs are a substantial and consistent requirement to produce publications, reports, visual communication and digital communication assets among other materials contributing to communication, advocacy and resource mobilization strategies.

To meet this requirement, UNICEF Viet Nam aims to engage professional local photographers through a Long-Term Agreement (LTA). An LTA with individual consultants covering several service categories including photography was advertised in June 2022. Due to limited number of applications for photography category at that time, UNICEF would like to call for application from both international and national consultants based in Viet Nam for this category.

Purpose of Assignment:

To support UNICEF Viet Nam’s communication, advocacy, brand and resource mobilization efforts by providing photography services and delivering photo packages to develop materials documenting children's issues, ongoing responses in the field and develop communication materials. Photography missions might be conducted in Hanoi, Ho Chi Minh City, Da Nang, Dien Bien, Gia Lai and Soc Trang including remote areas. Thus, photographers based in these areas are invited to apply to this LTA opportunity. This LTA only opens for Viet Nam-based candidates (national and international).

Applications for this category in the batch of June 2022 have been evaluated, so candidates who applied at that time are not required to submit again.

In emergency scenarios or activities that cannot be covered in any way, the capacity to provide video footage in addition to photo packages will be an asset. Candidates with this capacity are encouraged to reflect on their application.

The Consultants shall ensure effective and efficient provision of services, while maintaining full confidentiality in all aspects of assignment, management of information and follow-up on deadlines and commitments.

Programme Area and Specific Project Area:

UNICEF Viet Nam’s Communication section will be the main programme area requiring photography services. In addition, all UNICEF Viet Nam sections might seek photography consultants support directly depending on the assignment.

Objective(s):

The overall objective of this LTA with UNICEF Viet Nam is to ensure the availability of engaging and high-quality photographs aligned with UNICEF’s guidelines to report on children in respect of the diversity and situation of children. Specific objectives will be described for each assignment.

Major Tasks to Be Accomplished:

Responsibilities of the Consultant:

Produce photo packages covering UNICEF’s programme and activities

Photographs of children and families, as well as showing the impact of UNICEF’s programmes, are critical to support UNICEF’s communication to engage a diversity of target audiences.

UNICEF Viet Nam is looking for individuals who can provide photography services delivering high-quality photo-packages. Services will include – but not limited to:

- Completing UNICEF’s training/briefings on child safeguarding and ethical guidelines when reporting on children.

- Attending briefings on events/prior to photography mission to understand objectives of the mission and storyline of the package.

- Ability to mobilize at short notice, especially for emergency missions.

- Fly Cam and relevant equipment to conduct communication missions in remote areas.

- Providing high resolution photos of at least 24-36 mega pixels, shot at the maximum resolution in RAW or JPEG FINE formats.

- Ensuring consent forms are signed by children and/or caregivers as per UNICEF guidelines.

- Optional service for candidates with video production capacity: production of video footage in emergency scenarios or activities that cannot be covered by UNICEF in any way.

Responsibilities of UNICEF:

- UNICEF will provide briefing and all details pertaining to the activity and the requirements.

- UNICEF will orient the consultant on UNICEF’s guidelines and style.

- UNICEF will coordinate the mission and agenda with related staff and the consultant.

Deliverables:

1. Photography:

- All photos should be shot and delivered RAW and of the highest quality.

- The photographers should deliver to UNICEF both RAW and JPG selection after postproduction.

- Photo metadata including credit, captions and keywords need to be inserted to each image file in both English and Vietnamese.

- The photographer will process all UNICEF consent forms signed by children or custodians when collecting photos in the field.

2. Video – Optional for candidates with video production capacity in addition to photography capacity:

- Video footage in emergency scenarios or activities that cannot be covered by UNICEF in any way.

- Shot list of every piece of video footage.

- The consultant will process all UNICEF consent forms signed by children or custodians when collecting video in the field.

Travel (Optional):

When the travel is required, UNICEF will pay the lumpsum for the travel including domestic air ticket, DSA and terminal. The consultant will need to organize his/her own travel.

Estimated Duration of LTA:

The LTA to be signed will have a fixed daily rate for two years. LTAs are non-binding arrangements which do not constitute a commitment to acquire consultant services.

To qualify as an advocate for every child you will have…

Qualifications/Specialized Knowledge Experience/Language Skills Required:

- University degree or equivalent in the field of multimedia/communication/marketing.

- Minimum five years of progressive relevant experience in photography and photo editing.

- Excellent interpersonal skills, including ability to facilitate and communicate effectively to technical and nontechnical audiences and contribute to an interdisciplinary team.

- Demonstrated ability to take initiative, work independently, and make sound, informed decisions. On the other hand, ability to work effectively in team, under pressure and in crisis situations.

- Flexibility for rapid deployment on short notice.

- Experience working with the UN and/or an NGO is an asset.

- Fluent English (verbal and written) is a must.

- Only Viet Nam-based candidates (national and international) are invited to apply.

Technical Evaluation Criteria (With weights for each criteria):

The selection of consultants for the LTA will be based on technical evaluation and financial offers in the ratio of 70:30. The criteria for technical evaluation will be as follows:

a. Technical Qualification (max. 70 points) weight 70 %:

- University degree in related fields (10 points)

- Experience in the selected category (30 points)

  • Quality of past work (30 points).

b. Financial Proposal (max. 30 points) weight 30 %

The maximum number of points shall be allotted to the lowest Financial Proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum 50 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.

The LTA shall be awarded to candidates obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview if needed.

Payment Schedule:

The LTA to be signed will have a fixed fee rate for two years. However, UNICEF does not warrant that any quantity of services will be purchased during the term of the LTA as this will depend on forthcoming needs.

Contracts Created Against the LTA:

Whenever photography services are required, details of the requirement/deliverables including quantities and deadlines will be presented to the LTA holder.

Upon receipt of confirmation of availability and interest in the assignment, a contract will be issued with the prices/fees agreed in the LTA. The consultant must sign the contract prior commencement of work.

Payment will be made after completion of deliverables and submission of invoices for the actual work completed, subject to satisfactory performance.

HOW TO APPLY****:

The application to be submitted through the online portal should contain four separate attachments:

- Letter of interest and CV

- Portfolio including clear examples of recent work.

- At least two references from clients.

- Financial proposal: fee per day of work.

Without the above four documents applications will be incomplete and invalid and will not be considered further.

- Any attempt to unduly influence UNICEF’s selection process will lead to automatic disqualification of the applicant.

- Joint applications of two or more individuals are not accepted.

- Please note, UNICEF does not charge any fee during any stage of the process.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
