PURPOSE

Under the supervision of the Logistics Specialist (Team Leader), the Logistics Specialist (Health) is responsible to plan, manage and monitor all aspects of the Supply Chain related to the health project. This would include but not be limited to monitoring of procurement related activities, and the direct management and oversight of all logistics operations related to the project. The incumbent would have supervisory responsibility for other logistics staff, that are assigned to manage and deliver logistical support to the project.

MAIN RESPONSIBILITIES AND TASKS

  • In coordination with the SSCO S&L team, monitor the procurement and pipeline for all International and Local orders related to the project.
  • In coordination with the SSCO S&L team, monitor the Tax Exemption approvals for all International orders related to the project.
  • In collaboration with the SSCO Health programme teams, all stakeholders, actors, and Implementing Partners (IP), coordinate and supervise the Logistics Operations at the field for the project.
  • Monitor and supervise all In Country Logistics Operations related to the project.
  • Create and lead the “Logistics Taskforce Group” with all stakeholders, actors and Implementing Partners.
  • Regularly review and report on the Supply Chain requirements to ensure no pipeline breakages are experienced at all levels of the Supply Chain that would potentially affect the Implementation of the project.
  • With reference to the supply chain assessment done prior to project commencement, plan and implement the mitigation measures to address all S&L identified risks associated with the project.
  • Regularly review and monitor the supply chain risks, the status of the mitigation measures and implement agreed changes where required, in corporation with the IPs and other local stakeholders and actors.
  • In collaboration with different stakeholders, actors and IPs, continuously assess, analyze, recommend and prepare the most cost-effective Transport routing and Distribution Plans and associated budgets, taking into consideration identified risks, and lead the logistics team in the implementation of the agreed plans.
  • Implement and strengthen the existing “repacking and labelling system” for each Health Facility and regularly provide recommendations on how to improve monitoring and delivery of the Kits/supplies at the Health Facility.
  • Assess the capacity and ability of each newly selected IP to effectively and efficiently receive, store and transport/distribute the provided supplies to the various health facilities and recommend/implement measures for capacity building.
  • Implement and manage an ongoing logistics capacity building program for IPs related to the project.
  • Assess storage condition of UNICEF supplies and assist the IP’s in the same to support and meet the project requirements.
  • Operationalize and strengthen the existing reporting channel to ensure communication with different stakeholders and actors is effective, including operational communication and reporting of results.
  • Strengthen, implement and manage the existing monitoring and reporting tools to track the whole supply chain of the project, including down to health facility level, where feasible.
  • Supervise the UNICEF Logistics staff related to the project and facilitate and ensure they receive appropriate guidance and support in managing the supply and logistics component of the project.
  • Prepare and share reports on the implementation of the Project along the Supply Chain.
  • Any other duties assigned by the Supervisor.

MINIMUM QUALIFICATIONS AND COMPETENCIES

Education:

Advanced university degree in Supply Chain Management or a related field, or equivalent educational qualification in relevant areas (transport or logistics operations/management, supply management, etc.)

*First university degree with additional two-years of relevant work experience is acceptable in lieu of an advanced university degree.

Work Experience:

  • Five years of progressively responsible professional international work experience in logistics operations and management.
  • Experience of managing large complex logistics projects, in politically complex environments
  • Experience of working within emergency contexts
  • Experience with leading and implementing capacity building activities with partners and government counterparts
  • Experience of implementing and leading monitoring of supply chain operations, including at partner level
  • Experience of leading and implementing large complex health projects in complex environments is a strong asset
  • Experience of working in South Sudan is a strong asset

Language:

Excellent English skills, both verbal and written, is essential
