OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies, and is in line with the OSL strategies and the WHO General Programme of Work (GPW).

DESCRIPTION OF DUTIES

During deployment, the duty station may change, and duties may be modified, based upon the needs of the Programme.Actively listen and respond to Health Partners in the Health Cluster meetings, suggesting possible solutions and offering to follow up with the partner agency logistic focal pointAlong with the OSL Partner Coordinator attend health cluster and log cluster meetings, report relevant information across the platforms, thus facilitating the Logistic cluster forecasting of health sector logistic needs (gauging needs for medicalized warehousing and transport), and help find creative and realistic solutions for the logistic constraints faced by health cluster partners.If needed, establish a Technical Working Group (TWG) for Health Logistics and Supply, to discuss and solve specific logistic problems/solutions outside of the Log Cluster and Health Cluster forums.Be focal point to collect health partner supply request forms, document in tracking sheet, do first level vetting, and forward to OSL Team Lead for approval and further processing.Provide health logistics and medical supply operations guidance to counterparts in the forums.Supply chain partner support:When ever and as much as possible build network with logistics teams in other UN partners present (Logistics Cluster, WFP,UNICEF, UNHCR, etc.):In support of health cluster partners, and in consultation with the OSL Partner Coordinator, advise on most efficient process for customs clearance /reception of international supplies of the partners; Provide health partners with logistic support/actionable advise in the acute phase of the emergency, with regards to transport and storage of medical supplies, collectively enlisting the services of the Logistic Cluster and WFP. Participate in development and application of monitoring tools, and reporting systems such as a partner request tracker, the “pipeline snapshot tool” and the “indicator monitoring dashboard”. When required, support the OSL Supply Specialist with notifying the oblast departments of Health on the donation of supplies to the partner working in their area .Health logistics partner support:Ensure that health partners are supported logistically, offering advice and solutions during the acute phase of the emergency, with regards to health facilities (energy, water, sanitation, and infection control,…)Assessment and monitoring:Participate in assessments / field visits Utilizethe “pipeline snapshot tool” as amethod indicate of malfunctioning importation and internal transport procedures creating risk of stock ruptures, giving WR and IM potent advocacy information when negotiating with authorities. The incumbent will assure partner compliance by assisting partner agencies to fillthe data in the form if they are unable to perform this. It will also provide gross estimations of warehousing needs. Other:Perform any other related incident-specific duties, as needed, and requested by the functional supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: University degree preferably in public or business administration, Supply Chain, Logistics, Engineering, Project Management, or other relevant degree, from an accredited/recognized institute. Desirable: Professional certification/qualification in areas of health policy, health logistics, transport, distribution and supply chain management and related information management systems;

Experience

Essential: Atleast 2 years' related experience, at the national and/or international levels, in emergency humanitarian health interventions, emergency logistics operations, supply operations, and/or project coordination in international organizations/institutions. Desirable: Prior working experience with WHO, UN agencies, health clusters partners, recognized humanitarian organizations or with an international non governmental organization.

Skills

Excellent analytical skills Excellent interpersonal skills with ability to diplomatically discuss and negotiate with health partner agencies, government officials , and UN officials.Ability to write in a clear and concise manner, and to present factual information. Knowledgeor understanding of WHO mandate and goals in the emergency incident management context.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 38,776 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
