Brief description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

ARE YOU UP TO THE CHALLENGE?

We are seeking a qualified individual for the position of Logistics Officer (Transport Operations), NOB to be based in Kampala. The selected candidate will be employed on a Fixed Term Contract. (12 Months - renewable)

ORGANIZATIONAL CONTEXT

The job is found in the WFP Uganda Country Office, Kampala, reporting to the Head of Supply Chain while working with the various Units and Area offices.

JOB PURPOSE

To provide strong coordination with all related stakeholders for effective management of transport operations to ensure timely, efficient and effective delivery of WFP commodities.

KEY ACCOUNTABILITIES (1/3)

• Contribute towards the development of logistics plans and processes ensuring compliance with wider logistics policies and WFP standards.

• Support or manage logistics projects or operational activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.

• Ensure all coordination and communications with transporters and other logistics service providers are conducted in a professional and appropriate manner to ensure timely, effective and efficient delivery of WFP commodities.

• Oversee collation of logistics data for timely, accurate and concise reporting, monitor the performance of all transporters and service providers using the key performance indicators (KPIs) and make sure that KPI’s are shared with transporters, unit management and logistics contracting as appropriate.

• Support and oversee collation of performance evaluation data to support review of transporters and service provider short listing and propose necessary recommendations regarding cases of underperformance or breach of contract.

KEY ACCOUNTABILITIES (2/3)

• Ensure continuous monitoring of transport contractors for conformity in execution of transport operations ensuring timely, efficient and effective food delivery in avoidance of any potential pipeline break.

• Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained by establishing and maintaining periodic reports based on logistics movements and distribute them according to requirements.

• Ensure the integrity of transport information, including support to commodity tracking in WFP standard systems and ensure maintenance of logistics/transport information for reporting purposes and for market information

• Collect and analyse data through research and networking with colleagues to recommend actions to senior staff to improve performance of local logistics operations.

• Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff to optimise use of available funds.

KEY ACCOUNTABILITIES (3/3)

• Contribute to consolidation and preparation of operational pipeline planning, and to the management of operational aspects of the supply chain (procurement, shipping, port operation), including checking document and customs clearance readiness, loading and discharging operations and contracting of applicable transport, warehouse and any relevant logistics services.

• Contribute to supply chain by providing technical support and guidance to other CO unit/ services, divisions, particularly for emergency response.

• Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.

• Collate data and contribute to preparation of accurate and timely reporting, including Key Performance Indicators (KPIs), supporting a WFP-wide view of logistics activities that enables informed decision-making and consistency of information presented to stakeholders.

• Support the capacity building of WFP staff and partners for timely, efficient and effective delivery of food assistance to beneficiaries (e.g. through the design and review of training materials).

• Any other related tasks as required

STANDARD MINIMUM QUALIFICATIONS

• A University degree in any of the following disciplines: Procurement, Logistics, Supply Chain, Finance, Business Studies, Economic or any related field;

• At least five years working experience in Procurement, Logistics, or Supply Chain;

• Experience in Logistics work routines and methods;

• Experience with progressive electronic and digital systems and processes is desired

• Proficiency in both written and oral English
