The Norwegian Refugee Council has an interesting and rewarding opportunity to be part of our newest country of operation - Sudan.

The NRC has recently re-registered to operate in Sudan, and is currently in country start-up phase, conducting assessments and designing the first steps of the programme. Focus will be given to people displaced by conflict, refugees, and vulnerable migrants, and potential geographical areas of work will be Khartoum state, South Kordofan and Blue Nile on a first phase, with the idea to expand to other States.

As a priority, NRC is therefore hiring a Logistics Officer be part of establishing NRC's programme in Sudan.

Role and responsibilities

The following is a brief description of the role.

  • Ensure adherence with NRC policies, tools, handbooks and guidelines
  • Implement delegated support function portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Support and Implement NRC’s logistics systems and procedures at area level
  • Ensure proper filing of documents in accordance with Securing Supporting Documentation (SDD) guidelines
  • Plan for supply of goods and services required by the NRC operation within White Nile including the preparation of monthly logistics reports
  • Implement internal controls and procedures within the operation to ensure adherence to standards of the procurement function
  • Implement all activities pertaining to procurement services (Sourcing, Procurement, Delivery, payment documents)
  • Draft and dispatch quotation requests, invitation to bids (ITB’s) and/or tenders in collaboration with CO Logistics team
  • Monitor and track movement of non-NRC vehicles according to SoPs to insure optimum use of service
  • Manage and ensure that NRC’s assets are always well maintained
  • Support and coordinate the work of logistics staff (Logistics Assistants and Drivers)
  • Responsible for fleet management including arrange of vehicles movement according to Travel Authorization Request (TAR) of the programs for White Nile staff, or for other staff travelling to White Nile
  • Arrange staff daily movement according to movement plans
  • Monitor and track fuel consumption and stock, procure fuel stock according to logistics SoPs
  • Responsible for White Nile warehouse/stock management (monitor stock in-out movement and documentation)
  • Handle transportation of goods and supplies to/from other areas and field offices
  • Support the inclusion of cash-based interventions and marked based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies
  • Provide anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, asset management, warehouse management)

Professional competencies

  • Experience from working as a Logistics Officer in a humanitarian/recovery context
  • Documented results related to the position’s responsibilities
  • Good computer skills - MS Office & database
  • Fluency in both English and Arabic, written and spoken
  • Preferred to be resident of White Nile
  • Knowledge of cash-based interventions and market based programmes is an advantage
  • Service minded, with strong organizational and planning skills
  • Good cultural awareness and sensitivity
  • Highly approachable, trustworthy and confidential
  • Good diplomacy and negotiating skills
  • Attention to details, problem solving skill, excellent time management skills
