ORGANIZATIONAL CONTEXT

Since the independence in 2011, South Sudan continues to face a political crisis which manifests in insecurity associated with an economic crisis and a serious and protracted humanitarian crisis. WFP manages the largest humanitarian response in the country, reaching almost 4.9 million people in 2022. WFP also facilitates access for all other humanitarian agencies through its humanitarian air services and logistics support capacity. The Country Office encompasses approximately 1,300 employees across 15 Field offices providing assistance through the provision of vital life-saving food assistance using food distribution or cash-based transfers, school meals, malnutrition prevention and nutrition treatment activities, as well as asset creation and livelihood support.

The Country Office launches its recently developed ‘Country Strategic Plan (CSP)’ which closely links the Sustainable Development Goals and translates these into specific WFP Strategic Results, Outcomes, and Activities.

JOB PURPOSE

To provide advice and substantial contributions to the integrated Logistics operations at Field office level and assist the field Logistics operations, to ensure an effective and integrated Logistics approach meeting the food assistance needs of beneficiaries and service provision requirements for partners.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of Head of Field Office and with delegated authority, the Logistics Officer will be responsible for the following duties:

  • With close coordination with the Head of Field Office/ Head of Logistics come up with the food requirements and NFIs for Logistics operations. Follow-up with the FO/CO on Call-Forward and timely prepositioning/Delivery of the requirement.
  • Assist in logistics operations to ensure compliance with the established Logistics strategies, policies, procedures and controls, and assist in the implementation of corporate standards, with special emphasis on quality control, loss prevention, risk mitigation and cost effectiveness.
  • Monitor CPs activities with regards to the logistics component of Logistics to ensure smooth, timely and cost-effective handling, storage, and delivery of food commodities to all projects.
  • Take responsibility for the effective planning and management of Wunrok Logistics Hub operations, to ensure safe and efficient warehousing and storage of all commodities and supplies as well as coordinate the receipt/dispatch of commodities.
  • Coordinate and provide guidance to CPs to support logistics activities following standard WFP processes.
  • Collect and analyse data through research and networking with colleagues to recommend actions to improve performance of local logistics operations.
  • Prepare reports/plans based on the logistics movements and requirements to support informed decision-making and provide relevant information to a wide range of stakeholders.

KEY ACCOUNTABILITIES CONTINUED

  • Manage Logistics Hub Operations including all logistics assets to ensure timely and cost-effective delivery of WFP cargoes, as well as prepare and maintain transport information for reporting purposes.
  • Assess the corporate commodity tracking system protocols and business requirements in place at the Field Office level.
  • Advise on logistics management and structures and staffing levels to ensure that they adequate to meet the requirements of the logistics strategy.
  • Advise on the corporate commodity tracking system management and structures as well as the staffing levels to ensure that they are adequate to meet the requirements of the effective implementation and usage of corporate commodity tracking system.
  • Identify requirements, develop ad-hoc reports, and provide food commodity data to support decision making processes and Food Supply Chain management.
  • Periodically check and produce Best Before Dates and Losses report to ensure all records are correctly and timely captured in the corporate commodity tracking system.
  • Share status update regarding the reliability index and backlog of the Field Office and alert if there is a need to take action such as to deploy commodity accounting support staff from country office to provide support.
  • Identify and build productive relationships and partnerships with counterparts in UN agencies, NGOs, governments, and the private sector to share knowledge and resources and ensure coordinated delivery of food assistance.

  • Act as team leader and support the capacity building of WFP staff and partners for efficient and effective delivery of food assistance to beneficiaries (e.g., through the design and review of training materials).

STANDARD MINIMUM QUALIFICATIONS

Education:

University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or another related field.

Experience:

  • At least one year of progressive professional experience in logistics, warehousing, procurement, supply chain or related field.
    • Experience with ERP systems for inventory tracking and transport management. and intermediate knowledge of an ERP system (i.e., SAP or Oracle).
    • Experience in commodity (Food and Non-Food) management, accounting, and tracking.
    • Experience in preparing reports and in analysis of data, reconciliation of reports, identifying gaps in information and findings, and translating into information management products to facilitate decision making.
    • Operational experience with integrated logistics operations, sourcing to delivery.

MINIMUM STANDARD QUALIFICATIONS CONTINUED

Knowledge & Skills:

  • Good experience with Microsoft tools such as Excel, Word and Access are desirable.

    Languages:
