ORGANIZATIONAL CONTEXT

In 2020, WFP Ethiopia Country Office launched its CSP 2020-2025. The five-year country strategic plan is based on WFP’s recognized strengths and on strong strategic and operational partnerships with the Government, private sector entities, non-governmental organizations and other United Nations agencies. While the bulk of operations will continue to address the immediate short-term needs of refugees, internally displaced persons and other food-insecure and undernourished people, there will be a gradual expansion and intensification of climate change adaptation, resilience and livelihood diversification initiatives also linked to the humanitarian–development–peace nexus. WFP will focus on the prevention of malnutrition, the building of resilience and the integration of nutrition concerns and gender equality throughout the portfolio.

WFP is working with the Government of Ethiopia and humanitarian partners to strengthen the resilience of people, communities, and systems. Our interventions are highly contextualized and adapted to the specific needs of our beneficiaries, including smallholder farmers, pastoralists, refugees, and host-communities who are most vulnerable to climate shocks.

WFP-supported resilience-building interventions in the drought-prone lowland areas in Ethiopia are focused on supporting vulnerable beneficiaries with an integrated climate-smart package that includes cash for work, indexed insurance, financial services, nature-based disaster risk reduction, restoration of degraded agricultural and range lands, improved access to water through watershed management, fodder production, and livelihood strengthening activities. We work with both pastoral and agro-pastoral beneficiaries, supporting sustainable natural resource management while enabling restoration of degraded rangelands and agriculturally productive riverine areas to increase local productivity and strengthen market systems in support of diversified, nutritious diets. We simultaneously focus on strengthening capacities of national and local institutions for improved early warning systems, gender transformation, and climate resilient diversified food systems.

JOB PURPOSE

With the growing size of the WFP Fleet in Ethiopia, which is prompted by the upsurge in operations, Fleet operations have been decentralized to guarantee coverage of the country whenever and wherever transport challenges are faced. However, this decentralization of fleet operations brought another challenge in its management, especially in managing the established fleet workshops in the sub-offices and area offices. The incumbent, under the supervision of the Head of Fleet, will support the Fleet team in appropriately managing the administration, of International Central Spare Parts Store Manager staff and to ensure that any information/data or reports requested are promptly carried out and expedited efficiently.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Responsible for the overall Management and oversight of all fleet Supply management activities in WFP Country Office, 2. Establishing and maintaining a complete supply chain transport/delivery network for all spare parts, accordance with the established procedures, normative guidelines as set in the Logistics Fleet Manual. 3. Enhance the design & implement complete normative guidelines, systems and procedures for stock and assets management. 4. Responsible for establishing and maintaining a complete supply chain transport/delivery network for all spare parts / materials to deliver goods on a regular & timely basis. 5. Responsible to ensure that all data of receipts/movement of material and assets is entered into the FMS (Fleet Management System, software application). 6. Verify that quality of items to be procured/fabricated is of high standard and meet the requirements; also advise on the specifications when necessary. 7. Organise & conduct regular inventory of all SO fleet as well as CO Supply Chain stores and ensure that all stock records are accurate in accordance to auditing practices. 8. Prepare orders for both Local & International Procurement and track the complete procurement process until goods are finally received. 9. Responsible to ensure that all spare parts and materials are stored in a safe, secure environment using the most efficient layout with maximum space utilisation and provide adequate treatment as necessary. 10. Enter Purchase Requisitions (PR’s) into WINGS (WFP Corporate System). 11. Establish tracking mechanism for tyre management. 12. Obtain and maintain the latest up-to-date spare parts catalogues, prices lists, cross-reference and superseded numbers for all operational Assets. 13. Responsible for environmental issues and the regular disposal of tyres / lubricants. 14. Ensure that all staffs include in fleet are adequately trained in material management. 15. Analyse data produced from the FMS and convert it into useful management information to produce routine daily, weekly, monthly, & add hoc reports as per required by CO fleet management. 16. Continuously collect and collate valuable data or information relating to improvements required for Standardisation and Development purposes for Fleet Management and communicate this information to other staff in the Fleet Section. 17. Share experiences gained with other staff members and strive towards creating good team building and harmonious atmosphere. 18. Travel within the country as required by the Organization. 19. Manage and monitor the performance of the trucks to achieve maximum utilisation in optimizing vehicle routing and scheduling. 20. Perform any other duties as requested by immediate supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in Supply Chain, Logistics, Engineering or other field relevant to international development assistance.

Experience: At least three (3) years of relevant work experience as a Fleet or Workshop Manager/Supply Chain Manager/Spare Parts Manager or similar job in UN organizations, international and/or national NGOs, Government entities, or the private sector with a focus on humanitarian work.

Knowledge & Skills:

  • Comprehensive understanding and good working knowledge of database management systems for stock control/procurement software packages.
  • Good working knowledge of the complete Microsoft Office suite.
  • Extensive experience gained using a computerized Fleet Management System, preferable although not a requirement.
  • Experience gained in logistics and fleet field considered an asset.
  • Good analytical skills, resourcefulness, initiative, tact, and ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds.

Language: Excellent knowledge of written and spoken English (proficiency/Level C). Knowledge of the local language is an added advantage.
