We are looking for Logistics Officer (Procurement) to join our NRC Team in Kyiv , The Logistics Officer (Procurement) role is to support the effective operation of the NRC Ukraine Logistics Team and related programme activities by implementing sound procurement practices in accordance with NRC’s policies and procedures and relevant donor guidelines.

What you will do:

  • Promote the humanitarian procurement principles of value for money, anti-corruption, transparency, proportionality, fairness, and avoiding conflicts of interest, in all procurement activities.
  • Provide procurement training and onboarding of new staff across the organisation
  • Support programme staff in the preparation of Procurement Requests (PR)
  • Execute Procurement Requests received in the Unit 4 Agresso system or as delegated by Line Manager
  • Prepare and review procurement documentation, incl. Request for Quotation (RFQ), Invitation to Bid (ITB), Tender Notice, Comparative Bid Analysis (CBA), Purchase Orders (PO), and Contracts
  • Support the preparation of Purchase Orders (PO) against framework agreements (FWA)
  • Monitor contract delivery and prepare and submit payment requests to Finance
  • Monitor and report on suppliers’ performance
  • Conduct regular market assessments, update and maintain country-wide pricing lists for accurate procurement planning
  • Act as a focal point, within your delegated procurement function, for communication between the critical interfaces, such as Programmes teams and Finance
  • Participate as a procurement focal point, within your delegated procurement function, in the Project Cycle Management (PCM) activities
  • Support the preparation of procurement KPI reporting for the NRC Deliver initiative
  • Ensure paper and electronic procurement records are maintained in a systematic manner and providing a clear auditable trail in line with NRC’s standard procurement procedures, Office 365, and Securing Supporting Documentation (SSD) guidelines

What you will bring:

  • Bachelor’s degree
  • Minimum 3 years’ previous work experience in Logistics, Procurement, Purchasing, or Administration
  • Previous experience from working with a local NGO or international NGO (an advantage)
  • Previous experience from working in a humanitarian/recovery context (preferred)
  • Good working knowledge of English both written and spoken
  • Good working knowledge of MS Office (MS Word, Excel, and Outlook)
  • Valid driver’s license
  • Familiarity with the principles of humanitarian procurement and donor funding guidelines
  • Strong communication and interpersonal skills
  • Good diplomacy and negotiating skills
  • Service-minded, with strong problem solving, organisational, and planning skills
  • Good cultural awareness and sensitivity
  • Experience working in multi-cultural office environments
  • Highly approachable, trustworthy and confidential
  • Excellent attention to detail
