JOB PURPOSE

The WFP Pacific Multi-Country Office covers 14 countries and territories in the Pacific with a programme of work focused on the capacity building of Pacific governments in emergency preparedness and response across the three clusters (Logistics, ETC and Food Security), social protection, cash and data preparedness. Other associated activities include mVAM/food security monitoring and innovative climate-based initiatives. WFP does not have direct operations in the Pacific and this role therefore focuses entirely on capacity strengthening.

This position will serve as a focal point for WFP in the Northern Pacific (Micronesia) sub-region coordinating with the Palikir-based Resident Coordinators office for the Northern Pacific and with governments in the sub-region, ensuring alignment and profile for WFP's activities, including logistics preparedness and capacity strengthening. While the profile is focused slightly more on logistics in this sub-region, the incumbent will be expected to cover the full spectrum of WFP's activities, which span logistics, food security and telecommunications.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Build and maintain productive partnerships with key counterparts amongst government (and other national organizations, UN agencies, NGOs and private sector to share operational knowledge contributing to coordinated and cost-effective supply chain operations.
2. Provide technical advice and guidance to WFP staff, partners and governments in terms of logistics capacity strengthening and preparedness, including engaging with national counterparts on local contingency planning and disaster preparedness planning.
3. Support the accurate and timely accounting, data collection and reporting, to inform supply planning and contribute to a WFP wide view of logistics activities, enabling informed decision making and consistency of information presented to stakeholders. Liaise with internal and external stakeholders and consolidate preliminary data analysis, prepare accurate and timely reports to support a WFP-wide view of logistics activities that enables informed decision making.
4. Contribute to preparedness actions, coordinate Logistics Capacity Assessments (LCA) across the sub-region, provide technical recommendations and guidance and monitoring the management of specific supply chain related topics in UN and government fora.
5. Support key ministries and institutions to prepare accurate, comprehensive and timely reports, dashboards on supply chain activities including trends to support informed decision-making and consistency of information presented to the stakeholders.
6. Contribute to both government and WFP preparedness actions, providing technical recommendations and guidance and monitoring the management of specific supply chain risks to enable governments and other partners to quickly respond and deploy food and resources at the onset of the crisis.
7. Further position WFP as a supporting provider of logistics capacity in the Pacific, advocating for WFP service provision to the humanitarian partners in different fora, such as the Pacific humanitarian team and relevant UNCTs.
8. Manage, motivate and develop a team providing coaching, training and career guidance as required to ensure appropriate development and enable high performance.

OTHER SPECIFIC JOB REQUIREMENTS

• Act as WFP’s focal point in the sub-region, including participation in technical partnerships and, in consultation with senior management, represent WFP in strategic meetings with government, United Nations counterparts and other partners.
• Coordinate and participate in regular travel across the sub-region to ensure that WFP’s programmes and partnerships are nurtured on the ground.
• Plan and raise resources to maximize effectiveness of country office operations. Conduct further fundraising activities/ financial analysis and budget reviews, drawing out insights and recommendations – for both WFP and relevant government institutions – to ensure multi-year support is achievable/sustainable.
• Contribute to resource mobilisation efforts for WFP projects, including clearly articulating WFP’s contribution to partnerships and programmes addressing food insecurity and disaster risk management in the pacific.
• Advise and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partners;
• Contribute to Country Office Emergency Preparedness, specifically early warning, risk analysis, and contingency planning in order to respond to humanitarian crises and needs;
• Support the enhancement of WFP’s programmes through the integration of gender, accountability to affected populations, disability inclusion and environment as cross cutting themes.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION

• Advanced University degree in Supply Chain, Logistics, Engineering, International Development, Business or Policy or other related fields,. or First University Degree with two additional years of related work experience and/or trainings/courses.

WORK EXPERIENCE

• At least 5 years of relevant progressively responsible experience in emergency preparedness and risk management.
• Experience in operations in the Pacific context is essential.

Knowledge & Skills:

• Ability to analyse complex government supply chains, with proven experience in leveraging international best practice to inform same.
• Technical knowledge in government capacity strengthening and/or systems strengthening.
• Behavioural competencies such as Action Management, Client Orientation, Cognitive Capacity, Innovation, Partnering and Teamwork.
• Proven fundraising/partnership expertise.

Language:

• International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).
