How can you make a difference?

Purpose for the job : Under the direct supervision of the Supply & Logistics Manager, the incumbent will support coordinating UNICEF emergency logistics operations in CAR, from Bangui CO. S/He will facilitate logistics operations including planning, coordination of incoming shipments, warehousing, transport. S/He will actively participate in defining the distribution strategy and its implementation. The incumbent will advise on all matters within logistics and collaborate closely with the UNICEF supply team and programme colleagues in defining logistics emergency interventions and ensuring proper programmatic response.

Key functions, accountabilities and related duties/tasks:

Strategic planning and organisation:

  • Organise and coordinate logistics operations to/from Bangui logistics hub.
  • Design and implement logistics strategies (warehousing, transport and distribution) to support UNICEF programme response.
  • Ensure appropriate processes and systems are in place towards greater efficiency of the logistics operations (e.g. transport requests, receipt and dispatch of goods).
  • Establish proper reporting mechanism and share information (supply and logistics dashboards)
  • Supervise warehouse and logistics staff.
  • Coordinate with logistics cluster partners and/or WFP/ OCHA for escorts and provision of logistics capacity.

Logistics and transport:

  • Ensure appropriate and timely planning, implementation, monitoring and evaluation of logistics operations.
  • Plan and implement replenishment of warehouses / distribution of relief items, in close coordination with programs, the emergency unit and supply team.
  • Establish routing and scheduling plans for distribution.
  • Coordinate transport planning with field locations/offices.
  • Mobilise transport capacity. Issues delivery schedules to programme for confirmation.
  • Integrate mechanism to track and monitor supplies (end user monitoring) in close cooperation with Programme (M&E).
  • Identify and raise logistics bottlenecks to supervisor for prioritisation of activities.

Warehouse and stock management:

  • Ensure availability of appropriate storage and handling capacity.
  • Manage stocks (physical and real time information management).
  • Monitor pipeline; plan for space needs and receptions.
  • Ensure timely and accurate order preparation.
  • Ensure proper and accurate reception of sea and air shipments (containerized and non-containerized).
  • Define and implement a pre-positioning strategy for rapid response in emergencies.

Supply Chain Monitoring

  • Facilitate the flow of data through all supply chain segments and end-to-end to enable the generation of evidence and the measurement of performance
  • Development of monitoring tools in receiving, storage and distribution of supplies
  • Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are regularly maintained
  • Any other duty as might be required by the supervisor.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) from a recognized academic institution in one or more of the following areas is preferred: Supply Chain Management, Business Administration, Management, International Economics, Engineering, International Development, Contract/Commercial Law, or areas directly related to logistics operations or UNICEF programme areas. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree, (preferably combined with credited courses or certifications from relevant professional bodies in supply chain management, procurement, contracting or logistics).
  • Minimum 2 years of progressively responsible professional work experience at international levels in logistics management. Experience of large-scale logistics response in emergencies and fragile, complex context.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in French is required. Good level of English would be an asset.
