DURATION: 11 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

Haiti ranks 170 out of 189 countries on the 2020 Human Development Index. The country has one of the highest levels of chronic food insecurity in the world with more than half of its total population chronically food insecure and 22 percent of children chronically malnourished. Underlying drivers of this situation include extreme poverty and frequent natural disasters.

The latest Integrated Food Security Phase Classification (IPC) results in October 2022 with projections until June 2023 show that almost half the population in Haiti, or 4.7 million people, are food insecure (IPC3+). Notably, close to 1.8 million are now in Emergency phase or IPC 4.

An unprecedented 19,000 people in the urban neighbourhood of Cité Soleil, in Port-au-Prince, are facing Catastrophic hunger or IPC 5 and need urgent humanitarian support.

WFP Haiti has an important School Meal programme across the country and had a recent scale-up. For the 2022-2023 school year, almost 1,700 schools and 360,000 children will benefit of this programme.

WFP's priority is to support the Haitian Government in developing sustainable solutions to hunger and malnutrition to achieve Sustainable Development Goal (SDG) 2 “Zero Hunger.”

Based in the Country Office in Port-au-Prince, the Logistics Officer reports to the Country Director or the designate and to the Head of Supply Chain, and is under the functional supervision of the Logistics Officer in charge of the operation.

ACCOUNTABILITIES/RESPONSIBILITIES (not all-inclusive, within delegated authority)

The purpose of this position is to oversight logistics operations with a specific focus on commodity and warehouse management, school meal programme and emergency distributions. The Officer will also ensure an effective and integrated supply chain approach meeting the food assistance needs of beneficiaries.

Key Tasks and Responsibilities:

  • Supervise daily logistics operations to ensure the timely & cost-effective delivery of food cargo; comprising Surface Transport, Shipping & Port Operations, Contracting, Supply Chain funds management and Commodities Accounting.
  • Establish reports based on logistics movements and distribute them according to requirements
  • Define logistics strategy within the WFP policies and procedures and ensure effective integration of logistics operations
  • Advise on logistics management and structures and staffing levels to ensure that they are at all times adequate to meet the requirements of the logistics strategy
  • Manage logistics operations including all logistics assets in order to ensure timely and costeffective delivery of WFP cargoes
  • Identify, mobilise resources, implement and report on special logistics operations
  • Ensure the integrity of transport information, including commodity tracking in WFP standard systems
  • Prepare and maintain transport information for reporting purposes
  • Assess offers for transport and prepare submission to the local transport committee
  • Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained
  • Collect data and contribute to preparation of accurate and timely reporting, service providers performance evaluation and Key Performance Indicators (KPIs) that enables informed decisionmaking.

  • Follow up with the logistics services providers and liaise with client units & partners to ensure good progress of services
  • Ensure adequate logistics preparedness through contingency planning and continuous logistics preparedness reviews
  • Ensure that all staff are adequately trained, and identify any additional training needs to achieve high working standards
  • Coordinate and provide logistics support to on-going air, land, sea, or rail operations in the area
  • Support logistics staff in other offices • Supervise and guide General Service Staff
  • Perform other related duties as assigned.

DELIVERABLES AT THE END OF THE CONTRACT

Resources for successful logistics operations are identified and mobilized under overall guidance of the supervisor and with certain degree of independence, a collaborative member of a team will conduct analytical work and / or manage projects / operations that require a significant amount of in depth analysis leading to final recommendations.

The incumbent will guide and supervise General Service staff to ensure the application of appropriate policies, guidelines, procedures and processes.

The incumbent will ensure effective and timely liaison with logistics counterparts at all stages of the operations.

QUALIFICATIONS & EXPERIENCE REQUIRED

Education: University degree in business administration, engineering, computer science,

statistics or economics (preferably transport economics), or equivalent professional experience or extensive relevant logistics experience

Knowledge • Demonstrated experience in planning and organizing, managing work

& Skills programs and objectives, staff and budgets, and serving as a liaison with stakeholders/donors

  • Excellent communication, interpersonal and networking skills
  • Well organized and detail oriented, able to work independently and on a team
  • Able to work effectively and tactfully with people from different national and cultural backgrounds

Languages: • Proficiency in English (level C) and French (level C)
