ABOUT WFP

The United Nations World Food Programme is the 2020 Nobel Peace Prize Laureate. We are the world’s largest humanitarian organization, saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters and the impact of climate change.

The World Food Programme’s engagement in the Philippines is constantly evolving. Initially commencing operations in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, to provide life-saving food assistance in emergencies and to develop programmes that seek to improve nutrition and the overall quality of life of vulnerable people.

From 2024 and onwards, WFP will be implementing the new five-year Country Strategic Plan (CSP 2024- 2028) to support the Government of the Philippines to address food insecurity, reduce malnutrition and build the resilience of vulnerable populations. In its strategic plan, WFP identified three outcomes to support over one million people in the country through programme activities:

  • Strategic outcome 1: By 2028, communities exposed to shocks and stressors in the Philippines are better able to meet food, nutrition and other essential needs with inclusive and equitable emergency preparedness and response capacity at the national and local levels.
  • Strategic outcome 2: By 2028, communities vulnerable to food and nutrition insecurity in the Philippines are more resilient and can better manage risks affecting human capital gains and food systems, inclusively and equitably.
  • Strategic outcome 3: The Government and partners in the Philippines access WFP services that augment their interventions, upon request.

ORGANIZATIONAL CONTEXT

The Logistics Officer NO-A will report to the Head of Supply Chain Unit with overall guidance from the Deputy Country Director or the designated and will play a key role in multiple activities supply chain activities such as: Unconditional resource transfers (URT); Emergency preparedness and early action (EPA); On-demand services (ODS) amongst others.

JOB PURPOSE

To provide a range of specialized support functions and/or lead a team performing standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
  2. Coordinate requisitioning and ensure timely delivery of commodities and supplies to authorized partners and destinations.
  3. Manage logistics vendors’ contracting activities including performance monitoring and measurement, supported by analysis and recommendations.
  4. Gather market intelligence, coordinate vendor assessments (e.g., transporters, retailers) and produce relevant reports to support vendor selection process.
  5. Manage complex operational issues and provide solutions or recommendations related to all assistance modalities, using initiative and following processes, to ensure the provision of timely resolutions with excellent client service mind-set.
  6. Prepare, monitor, and revise budget for all delivery modalities, ensuring adherence to relevant procedures and in compliance with corporate standards.
  7. Monitor inventory management processes to track trends and account for the inventory status from source to beneficiary.
  8. Support oversight for commodity accounting data quality and integrity.
  9. Provide comprehensive analyses of operational pipeline and contribute to assessments and operational planning for all delivery modalities, to ensure that supply chain requirements are taken into consideration.
  10. Manage and coordinate a full range of documentation processing for execution of logistics operations (e.g., customs clearance, invoice verification), take appropriate actions to address issues and recommend improvements in processes.
  11. Perform research, collect data, and conduct analysis to produce comprehensive reports (e.g., Committee on Commodities, Transport and Insurance, Standard Project Reports, financial closure, physical inventory, transport performance) providing insight and recommendations that enable informed decision-making.
  12. Coordinate and liaise with internal and external stakeholders to support logistics operations management and strengthen partnerships on humanitarian supply chain.
  13. Manage a team(s) of staff providing technical advice, coaching, guidance, and training, to ensure individual and team objectives are delivered to agreed standards and deadlines for all assistance modalities.
  14. Participate in logistics emergency preparedness and response activities including Logistics Capacity Assessment and Contingency Plan update, to support WFP’s response in emergencies.
  15. Other supply chain activities as applicable.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, OR First University degree with additional years of related work experience and/or training/courses.

Experience:

  • At least one (1) year of postgraduate professional experience in an international humanitarian or development context in supply chain and/ or logistics management
  • Experience coordinating service providers’ contract execution.
  • Experience arranging supplier deliveries and the discharge of WFP vessels (rail, air, or sea).
  • Experience in evaluating offers and writing proposals.

Language: Fluency in both oral and written communication in the UN language in use at the duty station (English) and in the duty station’s language, if different (Tagalog).
