ORGANIZATIONAL CONTEXT

In 2018, WFP re-established its presence in the Caribbean with an office in Barbados. The WFP Caribbean Multi-Country Office (MCO) supports 22 countries and territories across the English- and Dutch-speaking Caribbean. WFP Caribbean’s capacity strengthening programme focuses on vulnerability analysis and mapping; end-to-end supply chain management; shock-responsive social protection; food systems strengthening; and climate risk financing. In times of crisis, WFP works with partners to provide direct assistance when events surpass national and regional capacities by delivering food, cash or voucher assistance, or through emergency logistics or emergency telecommunications service provision.

JOB PURPOSE

To support the WFP Barbados Office in its efforts to provide quality technical assistance and capacity strengthening to the Caribbean Disaster Emergency Management Agency (CDEMA) and its participating states and to support emergency response in the region as required through interventions supporting CDEMA the Sub Regional Focal Points (SRFPs) and National Disaster Offices (NDOs).

To provide specialized support functions and/or support staff performing emergency response logistics/supply chain trainings, logistics software processes enabling effective delivery of goods and services for all delivery modalities.

Play an active role in the development of the Smart Supply Chain System, a web-based supply chain software - designed and built for and with CDEMA and the building of the bolt-on technologies, such as real time tracking, stock inventory and country specific supply chain information, that will enhance this system.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute to the development and implementation of supply chain plans and procedures, in line with the global WFP strategies, to respond better and faster to emergencies. 2. Contribute to country context analysis and management of end-to-end operational supply chain, supporting its challenges and operational optimization. Development of response capabilities through deployment of response kits to the SRFPs, response through Aviation support, Shipping Support and Long-Term Agreements. 3. Support the collection and analysis of data and assist in putting together reports, highlighting opportunities for improvement of the supply chain. Building trust with CDEMA and stakeholders. 4. Support management to build on service providers/vendors, port, fleet and warehouse operations to promote efficient planning and execution of WFP operations. 5. Assist in the Preparation of timely reports in preparation of and post events. 6. Support emergency responses deploying food and resources at the onset and early stages of a crisis. 7. Support regional capacity strengthening and coordination, particularly in abilities to respond better and faster to emergencies. 8. Provide project management support ensuring a coordinated approach with wider operations that complies with WFP standards and procedures. 9. Assist the Head of Supply Chain to design, plan, provide technical assistance to CDEMA for the implementation of innovative supply chain operations, to ensure timely, cost-effective and integrated approach. 10. Support supply chain planning across functions and with CDEMA and its member states to develop inter-operability arrangements allowing it to benefit from WFP’s expertise, largely through highly developed workshops and training events. 11. Support WFP Barbados engagement with the United Nations Sub-Regional Team (UNST), including the Operations Management Team (OMT), UNDAFs, and other relevant platforms. 12. Participation and support in the structure, design and implementation of training events in the Region. 13. Manage the Supply Chain budget, tracking fund consumption and forecasting expenditure. 14. Support the development and implementation of the WFP Caribbean Supply Chain Capacity Strengthening Strategy, in line with global WFP strategies. 15. Lead and manage a small team, providing clear guidance and support. 16. Identify, manage, and monitor the performance of logistics service vendors, including customs brokers, warehouse providers, and transport operators, to support the efficient and effective execution of WFP operations. 17. STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience: Minimum of one or more years of relevant postgraduate professional experience.

Language: Fluent English

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Experience coordinating service providers’ contract execution.
  • Experience arranging supplier deliveries and the discharge of WFP vessels (rail, air, or sea).
  • Experience in evaluating offers and writing proposals.
  • Experience in report writing.
  • Experience in analysing operational context and trends.
  • Experience in supporting analytical and conceptual work on supply chain strategy and implementation.
  • Experience in designing plans, training events, presentations and operational scenarios in collaboration with key internal and external stakeholders.
  • Experience in analysing end-to-end supply chain operations.
  • Experience working with supply chain information systems and software.
  • Experience in troubleshooting and solving operational issues.
  • Experience in managing, supervising and coaching team members to collectively achieve results.
  • Experience in effectively managing relationships with suppliers and negotiating transport and logistics service contracts.
  • Experience using an ERP system, preferably SAP.

  • Type of Contact: National Officer – level NOA
  • Duration on Contract: 12 months with the possibility of extension, based on organisational requirements.
  • Duty Station: Barbados
  • Travel Requirements: The WFP Caribbean Office cover the 22 English and Dutch speaking Caribbean countries. The selected candidate may be required to travel from time to time, both regionally and internationally, to support missions, emergency responses, training etc. As such, medical clearance is required.
  • Remuneration: The salary for this position can be found in the UN Salaries-General Service and related categories.
