Org. Setting and Reporting
This position is located in the Mine Action component of the United Nations Interim Security Force for Abyei (UNISFA), duty station Abyei. The incumbent will report to the Chief Mine Action Programme. The UNISFA Mine Action component provides support in weapons and ammunition management, to mitigate the threat to peace and security in Abyei arising from the illicit transfer, destabilizing accumulation and misuse of small arms and light weapons. The role of UNMAS in the United Nations Interim Security Force for Abyei (UNISFA) originates from UN Security Council resolution 1990 (2011), which established the mission and recognized the need for demining assistance. A mine incident in August 2011, which killed four UNISFA peacekeepers and injured seven others, further affirmed the criticality of mine action as an essential mission enabler in the area of operations.
Responsibilities
Within delegated authority, the Logistics Officer (Mine Action) is responsible for the day-to-day planning and coordination of all mine action logistics and operational support to the UNISFA Troop Contributing Countries (TCC) and the Joint Border Verification Monitoring Mission (JBVMM). He/she will be responsible for the following duties: • Participates in verification missions to troop contributing countries to provide technical advice and guidance and make recommendations to ensure contingents meet standards and/or are prepared to deploy. • Plans, establishes and directs a fully integrated, mine action field mission joint logistics operation in accordance with existing UN directives, UNISFA operational requirements and the evolution of the explosive threat; provides effective management and successful coordination of mine action logistics support activities of multi-national civilian, military and inter-departmental staff. • Plans and co-ordinates mine action logistics and operational support to UNISFA Force and the JBVMM, by analyzing data, leading operational planning for survey/threat assessment and clearance of hazardous areas, and provision of inputs to statement of work for engagement of third party-contractors. • Ensures the monitoring of mine action material and operations, oversees contracts for the provision of goods and services and evaluates contractor’s performance in accordance with the terms and conditions of the contract and the requirements of the Quality Assurance management system in place. • Provides effective and timely planning, oversight, management and coordination of mine action logistics support operations, ensuring that mine action operations are aligned to the International Mine Action Standards, IATGs and existing Standard Operating Procedures. • Identifies operational priorities, ensures effective and timely provision and coordination of diverse mine action logistics support requirements. • Integrates and monitors the implementation of mine action logistics support plans in UNISFA AOR. • Liaises between field missions and Headquarters staff on mine action logistics matters and coordinates day-to-day support of mine action logistics operations. • Develops operations process documentation for mission mine action logistics support. • Ensures that logistics requirements take account of gender-specific needs. • Develops mine action deployment plans and procedures for assessing mine action contractors and equipment, planning and costing of operational budgets. • Participates in Boards of Inquiry on accidents and/or operational incidents as directed especially related to mine action and provides recommendations for corrective actions to SOPs. • Coordinate and direct a team of staff and/or mentor and supervise the work of new/junior officers. • Acts as OiC Chief Mine Action Programme as required.

Education
High School Diploma or equivalent is required. Graduation from a military staff academy or similar law enforcement training institution is desirable.

Work Experience
A minimum of twelve (12) years of progressively responsible experience in, mine action operations in the military, commercial or international organizations, or related area is required. The minimum years are reduced to 7 years for candidates who possess a first level university degree. At least 7 years of experience in a field operation/programme managing mine action operations including Explosive Ordnance Disposal (EOD), Mechanical, Technical and Non-technical Survey (NTS), manual mine clearance, Battle Area Clearance (BAC) and weapons and small arms ammunition destruction is required. At least 3 years’ experience working in a peace operation or other similar international organization in a conflict or post-conflict environment in Africa is required Experience in coordination and liaison between military, police and civilian entities is required. Experience managing the delivery of Explosive Ordnance Risk Education is desirable. Experience with UN mine action programmes, policies, and coordination mechanisms is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) is required.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
