ABOUT WFP

The United Nations World Food Programme (WFP) is the largest humanitarian organisation delivering food assistance to over 90 million beneficiaries in 80 countries on a yearly basis. The Norwegian Nobel Committee has decided to award the Nobel Peace Prize 2020 to the World Food Programme for its efforts to combat hunger and its contribution to bettering conditions for peace in conflict-affected areas.

COUNTRY CONTEXT

Today, DRC remains the world’s second largest food crisis. Successive waves of violence, mass displacements and poor harvests have resulted in a protracted humanitarian crisis. With 27.3 million people facing crisis and emergency levels of food insecurity, WFP and its partners significantly expanded operations in 2020, reaching a record 6.9 million people. In 2021, WFP is targeting 8.7 million people.

Within this context, WFP continues its corporate Level 3 emergency response covering the most populous and conflict-affected provinces in eastern DRC, Tanganyika, Haut Katanga and the Greater Kasai region. In addition to its emergency response, WFP continues to respond to other acute crises, including the DRC’s epidemic outbreaks like measles and monkey pox. WFP continues to play a key role in the fight against COVID-19, by providing vital critical logistics and transport support to help contain the spread of the virus.

The organizational structure of WFP in the DRC includes 18 offices in all regions of the country, divided in 4 areas: Nord-South Kivu, Tanganyika-Katanga, Kasai, and Equateur. The HQ of the country office is in Kinshasa. Some 650 WFP staffs implement food assistance - in-kind or cash based - and resilience programmes.

WFP's operations in DRC contribute to the global efforts to reach Sustainable Development Goals 1 (End Poverty), 2 (Zero Hunger), 3 (Good Health and Well-Being), 4 (Quality Education), 5 (Gender Equality) and 17 (Partnerships). JOB PURPOSE

The Logistics Officer is posted in a country office or in a medium to large size field office where he/she manages a large team of specialists. He/She implements complex country logistics operations, including but not limited to activities such as storage, transport, fleet management, funds management and logistics clusters coordination. He/She partners with various stakeholders within and outside WFP to ensure an integrated supply chain approach that ensures food assistance reaches beneficiaries in time and quality.

KEY ACCOUNTABILITIES (not all-inclusive)

As Logistics Officer, you will report directly to the Head of field office or Head of Supply Chain in the country office and be responsible for the following tasks:

  • Plan and manage logistics operations to ensure efficient and timely delivery of WFP and partner food and none-food items. Coordinate and implement WFP’s response operations (air, road, rail, river) with all relevant stakeholders and facilitate dialogue with local authorities;
  • Plan and manage resources to ensure cost-effective implementation of all activities;
  • Ensure that necessary preparedness actions such as early warning, risk analysis/management and contingency planning are undertaken, periodically monitored, updated and reported in a timely manner;
  • Ensure the integrity of transport information, including commodity tracking in WFP standard systems;
  • Strengthen partnerships, promote and provide logistics services to partner organisations. Build capacity of WFP, cooperating partner(s) and counterpart staff;
  • Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained;
  • Support and coordinated local food procurement activities;
  • Investigate local markets of food and financial services and basic goods and services as operationally relevant;
  • Establish reports based on logistics movements and distribute them according to requirements;
  • Advise on logistics management and structures and staffing levels to ensure that they are at all times adequate to meet the requirements of the logistics strategy;
  • Manage, motivate, and develop a large team, providing coaching, training and career guidance as required to ensure appropriate development and enable high performance;
  • Other as required.

STANDARD MINIMUM REQUIREMENTS

Education

You have a Master’s degree in Logistics / Supply Chain Management, Operations Management, Engineering or related fields.

Experience

  • Minimum of 5 years of relevant professional experience working in logistics and supply chain in challenging environments;
  • Experience in commercial or humanitarian logistics, especially of food commodities, including clearing imports with customs officials;
  • Experience coordinating procurement and transport operations in a high risks / complex environment;
  • Experience working with interagency partners to assess and coordinate emergency/non-emergency response;
  • Experience in warehouse and commodity management;
  • Experience in working in complex and insecure environments;
  • Experienced in supervising large teams of professional staff;
  • Experience working with corporate systems (databases, software).

Knowledge & Skills:

  • Highly organized / structured, with strong time management and planning skills;
  • Action / client / solution oriented, proactive, innovative, strong communicator, able to work with high degree of independence;
  • Able to work in a team and switch rapidly between different projects in a fast-paced environment.

Languages

  • Fluency in oral and written French;
  • Intermediate knowledge of English.
