What will you do in this position?

The position is based in Dnipro Field Office. You will lead field logistics operations or provide technical support, partnering with the key supply chain functions to ensure an integrated supply chain approach to meeting the food assistance needs of beneficiaries.

It has caused one of the fastest forced population movements since the Second World War. Close to 8 million Ukrainians are living as refugees across Europe, and another 5.3 million are internally displaced. Many are destitute, having lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south do not have reliable access to nutritious food.

WFP uses a flexible mix of food and cash assistance to support vulnerable Ukrainians wherever they are. This includes working with local partners to distribute food rations in areas near the frontline and providing cash transfers wherever people have access to banks and markets to buy food. WFP reaches between 2 to 3 million Ukrainians every month with this critical assistance.

How can you make a difference?

During your assignment, you will be providing:

  • Participate in the development and implementation of procedures for logistics field operations or Headquarters based units ensuring that objectives are achieved in compliance with regional and functional strategies, policies and plans.
  • Plan and lead on implementation of innovative logistics operations, initiatives and programs to ensure timely, efficient and cost-effective supply of direct or indirect food assistance.
  • Collect and analyse relevant technical data from diverse sources to forecast operational needs under various scenarios and make evidence-based proposals.
  • Lead preparation of transport arrangements and contracting of all associated services in accordance with established guidelines.
  • Implement operational warehouse procedures and normative guidance in order to manage WFP’s warehouse, handle inventory effectively through corporate systems, and ensure loss mitigation.
  • Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff to optimise use of available funds.
  • Plan, organise and supervise the work of more junior staff to ensure that tasks are accomplished in a manner consistent with organizational requirements.
  • Build relationships and collaborate with counterparts in the key supply chain functions to ensure an integrated supply chain approach to food assistance.
  • Prepare accurate and timely accounting, data collection and reporting, to inform supply planning and contribute to a WFP wide view of logistics activities, enabling informed decision making and consistency of information presented to stakeholders. Liaise with internal and external stakeholders and consolidate preliminary data analysis, prepare accurate and timely reports to support a WFP-wide view of logistics activities that enables informed decision making.
  • Provide technical advice and guidance to WFP staff, partners and governments, building capacity to connect to markets, manage food systems and deliver food assistance to those in need.
  • Identify and build productive relationships and partnerships with counterparts in UN agencies, NGOs, governments and the private sector to share knowledge and resources and ensure coordinated delivery of food assistance.
  • Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
  • Work closely with CPs to build up capacity of CPs and bring the CP warehouses up to WFP standards.
  • Work closely with M&E and establish LAST Mile visibility / tracking system for deliveries from CP EDP to distribution points.
  • Work closely with Programme / M&E and bring visibility to the movement of WFP food when it moves from WFP FDP (which is LAST Mile FDP for WFP and EDP for CP) to CP FDP for tracking purpose.
  • Manage service providers / vendors, port, fleet, and warehouse operations to promote safe, efficient planning and execution of WFP operations and safeguard WFP’s interests.
  • Lead, motivate and develop your team by providing coaching, training and mentorship as required, to ensure appropriate development and enable high performance.

Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience: A minimum of 5 years of professional experience

  • Experience identifying transportation operations risks and maintaining documentation on emergency logistics preparedness.
  • Experience determining with Supply Chain actors best transport modality/timing and liaising with agents and suppliers to meet deadlines.
  • Experience preparing and managing transport and project budgets.
  • Experience supervising professional staff.
  • Experience in working in insecure and difficult environments.
  • Experience working with interagency partners to assess and coordinate emergency/non emergency response

Knowledge & Skills:

Knowledge of the supply chain operations, specifically on the commodity and warehouse management, fleet and workshop management, logistics cluster and information management) or manage teams within logistics operations to ensure supply chain strategies are implemented.

Desirables:

  • Strategic allignment with the Ukraine Country Office supply chain under the TICSP.
  • Capacity building of the local supply chain staff.
  • Build the Cooperating Partners capacity and quality performance for WHs management.
  • Ensure that all processes, systems and SoPs are carefully adapted to ensure a decentrlized approach

Language: Fluency (level C) in the English language. Knowledge of Ukrainian is an added advantage.
