BACKGROUND

The Pacific is one of the world’s most disaster-prone regions, with Pacific Island Countries ranked among the most vulnerable in the world to natural disasters due to rising sea levels and increasing severe weather patterns caused by the effects of climate change. Of the 20 states with the highest average disaster losses scaled by GDP, eight are Pacific Island countries.

Building on its engagement in the Pacific since 2015, WFP works with Pacific governments and partners to improve capacity to reduce the risk of, prepare for and respond to disasters. This is achieved through strengthening coordination mechanisms in logistics, emergency telecommunications and food security, as well as data and cash preparedness. This is done in close collaboration with national partners, including those who lead the national coordination mechanisms through training and ongoing engagement and support.

WFP also leads the regional Pacific Logistics Cluster which is permanently activated for preparedness and is currently supporting the regional health response that is being coordinated by the WHO-led Pacific Joint Incident Management team for COVID-19 and Pacific Health Ministries. In addition, WFP is operating the Pacific Humanitarian Air Service and associated transit hub, to address current gaps in air transport services. This is to ensure ongoing delivery or urgently required medical equipment, including PPE and the movement of humanitarian personnel.

KEY ACCOUNTABILITIES (not all-inclusive)

Manage logistics activities and projects under WFP’s interim Multi-Country Strategic Plan (2019-2022) for the Pacific covering up to 14 Pacific island countries and territories. Under the direct supervision of the Director of the WFP Pacific Office, the Logistics Officer will ensure the successful implementation of the logistics component of the Pacific Office’s interim Multi-Country Strategic Plan. The primary responsibilities of the Logistics Officer are to ensure impactful country capacity strengthening (CCS) support to Pacific government logistics counterparts in emergency preparedness and response, including support to national logistics clusters/working groups, the ongoing development of regional logistics tools and trainings, and the successful management of the Pacific Humanitarian Air Service.

Detailed responsibilities include:

1. Pacific Island Logistics Capacity Strengthening

  • Development of a country capacity strengthening roadmap and supply chain strategy describing how WFP will support the Government and partners with technical expertise and strengthen national capacities for an efficient and effective supply chain with a focus on emergency response. This roadmap will describe WFP supply chain activities under the Multi-Country Strategic Plan and integrate WFP best practice and government supply chain strategy, policies, and plans.
  • Contribute actively to regular National Disaster Management Organisations’ and line ministry preparedness training, workshops and preparedness/response simulations as required, in line with ensuring capacity of all stakeholders.
  • Engage with NDMOs and partners at the national level for the establishment and/or development of national logistics clusters and support this process for effective coordination and information management especially during disaster response.
  • In conjunction with the National Logistics Clusters ensure the updating of national Logistics Capacity Assessments as well as manage the development and implementation of the Provincial Logistics Capacity Assessments.
  • Collaborating with National Disaster Management Offices and humanitarian partners to develop and undertake simulation exercises, to develop preparedness plans, operational response plans and prepositioning strategies.
  • Identify jointly with National Disaster Management Offices National Logistics Cluster training needs with particular reference to Cluster Coordinators, Information Management and logistic personnel capacity. Enable National Disaster Management Offices to develop and implement appropriate training activities to improve understanding and skill levels and to institutionalize knowledge.
  • Build and maintain relationship with key actors across the Disaster Risk Reduction / Emergency preparedness sector to ensure collaboration, exploitation of synergies and avoidance of duplication of efforts.

2. Regional Activities and Projects

Manage all regional activities of the WFP Logistics Team/ Regional Logistics Cluster in the Pacific, including:

  • Support national actors (NDMOs, national Logistics clusters and humanitarian organizations) to further develop regional strategies, activities and tools for improved regional emergency response capacities. Further strengthen regional logistics tools including

- The PALM Platform- Ensure continuation of the PALM stockpiling platform including, the finalization of business requirements to support a competitive tender for a new service provider and improved reporting, publication of drafted user-manual, and engagement with OCHA, other regional cluster leads, and NDMOs on increased strategic use of PALM as a preparedness tool.

- UBD messaging platform – following the successful launch of donate responsibly.org , evaluate effectiveness and build stronger linkages with NDMOs on the issue of UBDs and work collaboratively on the development of tools for NDMOs;

- Review and further develop the PEARL project (logistics training course) including identifying appropriate context with humanitarian, private sector actors, academia, and certification agency, and engaging a training specialist to manage the development and implementation of a pilot.

  • As Regional Logistics Cluster Coordinator, lead the regional cluster, chair meetings, ensure effective information management, and manage common services including cargo consolidation services in Nadi, Fiji in support of the Pacific Humanitarian Air Service.
  • Deploy in support of government led-emergency response efforts and national clusters as required.
  • With technical support from the WFP Aviation team, manage the Pacific Humanitarian Air Service,
  • As Activity Manager, effectively manage logistics budgets and funds. Provide input for project proposals and provide timely reporting on all aspects of the Logistics Unit’s work to the country office, regional office, HQ and the Global Logistics Cluster as required.

3. Build and Manage WFP Team:

Lead and develop the logistics team within the WFP Pacific Office based in Suva, Fiji:

  • Play a key role in the recruitment of Logistics personnel as required, with gender parity and diversity considerations;
  • Lead the development of Logistics workplans;
  • Provide coaching and guidance to team members to deliver on the expected results;
  • Participate in WFP sponsored learning and training events as well as self-learning towards career development.

QUALIFICATIONS & EXPERIENCE REQUIRED

Education:

  • Advanced University degree in Transport Economics, Supply Chain, Logistics, Emergency and Disaster Management, or other related field; or a first level university degree in one of the above-mentioned disciplines with additional years of relevant experience.

Experience:

  • Six years of progressively responsible relevant professional experience in logistics and/or supply chain operations;
  • Experience in managing logistics operations including emergency response;
  • Experience in the humanitarian response architecture, including coordination mechanisms, humanitarian reforms, and funding mechanisms;
  • Experience working with Governments for effective capacity strengthening;
  • Experience in managing complex projects over multiple locations with key milestones, including budgeting and funds management;
  • Experience of working in collaboration with a diverse array of humanitarian actors, including governments, NGOs, U.N. agencies, civil society, community organizations and the private sector.

Desirable Experience

  • Experience working in the Pacific region;
  • Experience in the design and development of trainings.

Knowledge & Skills:

  • Sound knowledge of the humanitarian logistics supply chain;
  • Solid understanding of logistics and supply chain processes in the humanitarian context and Logistics Cluster mechanisms;
  • Proven ability to lead a diverse team to deliver results;
  • Proven ability to conceptualize, develop, plan and manage programs;
  • Strong interpersonal skills and demonstrated ability to develop and maintain effective work relationship with stakeholders, partners and government counterparts;
  • Excellent written and oral communications and presentation/facilitation skills;
  • Ability to work in a multi-cultural team, and establish effective working relationship with persons of different national and cultural backgrounds.

Languages:

  • Fluency in both oral and written communication in English. A good working knowledge of Pacific Island language(s) is desirable.
