KEY ACCOUNTABILITIES (not all-inclusive)

  • Coordinate day-to-day activities of the WFP Logistics unit in Odesa including warehouse and fleet management in compliance with logistics policies and WFP standards.
  • Plan, organize and supervise the work of logistics staff as per organigram to guarantee highly quality and consistency of performance is maintained.
  • Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
  • Monitor condition of logistics infrastructure and services in the area of operation, and advice on potential bottlenecks with recommended solutions to avoid any delays in dispatches/deliveries.
  • Contribute towards the development of logistics plans and processes ensuring compliance with wider logistics policies and WFP standards.
  • Build productive relationships with logistics colleagues and staff within the area of assignment to support an integrated approach to food assistance.
  • Implement operational warehouse procedures in compliance with logistics policies and WFP standards.
  • Ensure that shelf life of commodities are properly monitored, and any issues are escalated to field office management in timely manner.
  • Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff to optimize use of available funds.
  • Contribute to consolidation and preparation of operational pipeline planning, and to the management of operational aspects of the supply chain (procurement, shipping, port operation),ncluding checking document and customs clearance readiness, loading and discharging operations and contracting of applicable transport, warehouse, and any relevant logistics services.
  • Collate data and contribute to preparation of accurate and timely reporting, including Key Performance Indicators (KPIs), supporting a WFP-wide view of logistics activities that enables informed decision-making and consistency of information presented to stakeholders.
  • Support the capacity building of WFP staff and partners for efficient and effective delivery of food assistance to beneficiaries (e.g., through the design and review of training materials).
  • Follow emergency logistics preparedness practices, participate in preparation of CO Logistics Capacity Assessment (LCA), to ensure WFP are able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
  • Participate in the on-going review of internal processes and procedures and identify ways to increase the day-to-day efficiencies.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Supply Chain Management, International Business, International Relations, Humanitarian Project Management, Business Administration or other related field, or First University degree with additional years of related work experience and/or training/courses.

Language: Fluency in both oral and written communication in English. Ability to communicate in Ukrainian/Russian will be an added advantage.

Experience: Six (6) or more years of progressively responsible managerial work experience in a related field. Experience in commercial or humanitarian logistics/supply chain sectors is desirable.

Skills :

  • Ability to provide short briefings and communications clearly and concisely, both orally and in writing. Ability to engage effectively at field level with a wide range of actors including those in the international humanitarian community and governments; Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.
  • Ability to work within a team setting and working well with other team members to realize a collective objective.
  • Ability to multi-task and respond simultaneously and in a timely fashion to demanding job requirements under high pressure environments.
  • Good coordination and control skills to act swiftly and adequately in case of emergencies and resolve operational issues promptly.
  • Understanding of Humanitarian Logistics/Supply Chain.
  • Understanding of the international humanitarian response architecture, including co-ordination mechanisms, Humanitarian Reform and humanitarian action, and international emergency response funding mechanisms.
  • Ability to analyze and evaluate data and translate into useful information management products to facilitate decision making
  • Partnership and service mindset, integrity, result oriented, proactive engagement, gender and culturally sensitive.
  • Experience of high-level coordination, ability to work within a diverse group, build/develop consensus and deliver on joint outputs.
  • Demonstrated ability to work productively in high-pressure environments, to motivate a team, maintain morale and deliver on objectives in difficult circumstances.
  • Promote climate of teamwork, encourage learning of colleagues and facilitate team approach.

WFP Ukraine office is scaling up food assistance through cash transfers and in-kind food distribution to the affected populations in Ukraine. In July 2022, WFP Ukraine served over 2.8 million people through cash transfers and in-kind food distribution. WFP works closely with various partner organizations on the ground to assess needs and provide assistance to the affected population.

JOB PURPOSE

In order to scale up its response, WFP Ukraine is hiring a Logistics Officer to be based in Odesa. Under the direct supervision of the Head of Supply Chain – Odesa, the Logistics officer will be responsible for daily planning and coordination of WFP logistics operations including monitoring of services provided by contracted external organizations to ensure cost-effective operations.
