To collect, analyse and report on information to maximise efficiency of procurement operations and activities.

How can you make a difference?

  • Contribute to the development and implementation of supply chain plans and procedures, in line with the global WFP supply chain strategy and regional/functional strategies, policies, and plans, to achieve operational cost efficiency, agility, reliability, and quality and to support national capacity strengthening.
  • Contribute to country context analyses and management of end-to-end operational supply chain and retail networks, to support addressing operational supply chain challenges and obtaining operational optimization.
  • Contribute to the implementation of supply chain operations, initiatives, and services to ensure a timely, cost-effective, and integrated approach with core activities and services.
  • Collect and analyze data and put together reports highlighting opportunities for improvement and effective operationalization of the supply chain within the area of responsibility.
  • Preparation and overall processing of Request for Quotations (RFQ) for all contracts required for the implementation of WFP Logistics operations in Ukraine and the same disseminated as per WFP approved systems (INTEND).
  • Ensure the organization of all required meetings related to the contracting process.
  • LSMA (Logistics Service Market Assessment + Analysis) – conduct and coordinate the LSMA exercise for Ukraine CO.
  • Maintain the Contracting office’s Project Management for all unit activities including Planning, dashboard building, and reporting.
  • Prepare and disseminate information regarding contract status and any other required information including but not limited to Logistics Contracting Committee (LCC) minutes, Expression of Interest (EOI), Contract Awards, and Note for Record (NFR) documents
  • Evaluate documentation received from companies aspiring to be included in WFP shortlist and present findings to the Supply Chain Officer.
  • Evaluate offers received for various RFQs and present findings to the Supply Chain Officer.
  • Draft or assist in drafting any other correspondence from the Contracting Unit of an official nature or for internal purposes.
  • Monitor contract validity dates and other relevant information regarding each contract.
  • Ensure advertisement, receipt of documentation, and short-listing of prospective service providers where applicable.
  • Contribute to the performance evaluation process.
  • Develop contract management tools, templates, methods, and processes for contracts. Maintain database of information related to the contracts and perform trend analysis of historical data related to contracts and transport data.
  • Transform and modernize contracting processes by making use of new technologies through increased automation.

Education: Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting, or another relevant field, or First University degree with additional relevant work experience and/or training/courses.

Language: Fluency (oral and written) in the English language and the duty station’s language.

Experience: At least one (1) year of postgraduate professional experience in one or more of the transportation and ancillary sectors: port operations, shipping, clearing and forwarding, air operations, large-scale road/rail transport, and distribution management.

Knowledge and Skills :

⦁ Experience in analyzing operational context and trends. ⦁ Experience in supporting analytical and conceptual work on supply chain strategy and implementation. ⦁ Experience in designing plans and operational scenarios in collaboration with key internal and external stakeholders ⦁ Experience in analyzing end-to-end supply chain operations. ⦁ Experience working with supply chain information systems. ⦁ Experience in troubleshooting and solving operational issues.
