ORGANIZATIONAL CONTEXT

The WFP Regional Bureau for Eastern and Central Africa (RBN) is based in Nairobi and provides strategic direction, technical guidance, resource mobilization and management support to WFP operations and activities in ten countries: Burundi, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, Sudan, South Sudan and Uganda.

The increasing humanitarian crises trend in the region including conflict/ War in Sudan, South Sudan and Ethiopia, last year drought emergency affecting Somalia, Ethiopia and Kenya; With growing complexity in the region in particular and global in general on fuel crises, the role of Commodity Accounting and Funds Management will be fundamental towards timely food deliveries by improving commodity tracking to achieve operational efficiencies & effectiveness.

JOB PURPOSE

Ensure full-proof track and trace of commodities throughout the WFP supply chain and ensure a high level of confidence in LESS data guaranteeing trust to information users. Monitor and minimize losses by drawing lessons learned, developing controls, and applying best practices across RBN operations. Manage well-defined standard funds management and billing processes and activities to enable effective delivery of goods and services for all delivery modalities.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall supervision of Regional Logistics Officer, the incumbent will work in the logistics unit and in collaboration with the other units and Country Offices and will undertake the following duties:

Commodity Accounting:

  • Provide oversight on commodity accounting operational matters arising in the region and assist in the implementation of corporate standards, with special emphasis on Commodity Accounting Systems (LESS).
  • Ensure that WFP policies, procedures, guidelines, business rules as well as best practices are adhered to; Collect regional and statistical information related to needs in various locations.
  • Assist in the training of staff on Commodity Accounting/LESS, particularly ensuring that support staff is adequately trained, cross-trained, and identify any additional training needs to achieve high working standards.
  • Travel occasionally within the region when required for oversight, compliance, and support missions.
  • Maintain regular oversight for Commodity Accounting data quality and integrity, processes, and procedures implementation through correspondence and direct missions. Take corrective actions on systematic irregularities.
  • Ensure data captured in the system is accurate and liabilities and assets are accounted for at any given point in time.
  • Ensure that transactions are performed according to the standard business processes and corporate guidelines.

  • In close liaison with COs, ensure quarterly and Ensure the best use of new tools, material, and guidance and provide prompt feedback to the RB/ HQ of any issues faced.

  • Ensure Physical Inventories are carried out on a monthly at each storage location, reconciled, and captured in the system before the closure deadline, ensuring full compliance of CO operations to IPSAS.
  • annual reconciliations between LESS and COMET are completed.
  • Guide/support COs with backlog data analysis, as required, to bring the LESS system to live operations.
  • Provide input for the Annual Country Report.
  • Closely monitor sales of GCMF stock to the buying projects to ensure handover is promptly captured in the system.

Logistics Funds Management:

  • Supervise recording of commitments in WINGS, services, and goods receipt acknowledgment and effect “Releases” as required and in compliance with IPSAS guidelines
  • Carry out FTC budgeting as well as regular reviews and reconciliation of funds to minimize shortfalls and surpluses
  • Prepare cash forecast to respond promptly to Logistics financial obligations; liaise with other units to ensure better use of FTC funds
  • Contribute to the preparation of project documents, funding proposals, and fund status reports as may be requested
  • Ensure adequate funds are available in the Logistics Special Account (LSA) to cover expenditures related to logistics clients cargo, monitor and report on consumption of LSA funds.
  • Ensure accurate funds tracking during project closure and resource transfer.
  • Perform any other task / duty assigned

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management and Administration, Shipping, Maritime Law, or another related field, or First University degree with additional years of related work experience and/or training/courses.

Experience: Two-year post-graduate relevant professional experience with a master’s degree, or three years post-graduate relevant professional experience with a first University Degree, experience working in a multicultural and humanitarian sector is beneficial.

Knowledge and Skills:

Excellent project management skills and experience.

- Good understanding of commodity accounting & funds management with the supply chain function, corporate tools such as LESS.

- Understanding of WFP operations in the region is an advantage.

- Experience in overseeing data, analysis, evaluations and assessments.

- Strong interpersonal and coordination skills, ability to work in a team and to communicate clearly and diplomatically with a wide range of stakeholders from diverse backgrounds.

- Ability to plan and organize his/her work independently, efficient in meeting commitments, observing deadlines and achieving results.

Language: Fluency in both written and spoken English
