What will you do in this position?

You are – together with the Cluster Lead Agency – and under the overall supervision of the Logistics Cluster Deputy Coordinator, co-responsible for an efficient functioning sectoral coordination mechanism which you will support the leading and facilitation of.

You will work across responding agencies and organizations to support building a common situational awareness of supply chain operations, limitations, and challenges; promote sharing of information and logistics capacities where appropriate; offer technical advice on supply and logistics operations where needed.

WFP emphasizes a localized approach, working through local partners, businesses, trade networks, and institutions to support the Government and people of Ukraine. It has caused one of the fastest forced population movements since the Second World War. Close to 8 million Ukrainians are living as refugees across Europe, and another 5.3 million are internally displaced. Many are destitute, having lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south do not have reliable access to nutritious food. WFP uses a flexible mix of food and cash assistance to support vulnerable Ukrainians wherever they are. This includes working with local partners to distribute food rations in areas near the frontline and providing cash transfers wherever people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 1.9 billion meals to families displaced and affected by the war, partnering directly with local responders.

How can you make a difference?

In this position, you will have to:

Logistics operations management and advisory

  • Provide logistics and supply managers with technical advice and facilitate discussion on common operational solutions based.
  • Working across agencies and organizations, lead a continuous identification and assessment of logistics capacities, gaps, and bottlenecks in the country affecting the ability of the humanitarian community to deliver aid.
  • Join inter-agency needs assessment exercises as appropriate to ensure that identified needs, gaps and priorities are as evidence-based as possible in any given emergency context.
  • Continuously monitor activities and common services quality standards and lead the implementation of corrective measures - if and where needed - with a thrive for increased quality and optimization and ensuring compliance with wider logistics policies and WFP standards.
  • Follow emergency logistics preparedness practices and participate in the preparation of CO Logistics Capacity Assessment (LCA) while working across the Logistics Cluster community of partners, to assess key common logistical preparedness measures that can inform contingency planning, to support increased capacity for the rapid response and absorption of shocks within the humanitarian supply chain.
  • Support the collection, analysis, and dissemination of relevant logistics information (including – but not limited to – capacity mapping, risk, and gap analysis).
  • Act in an assigned emergency response capacity as required and deploy if/when/where needed.

Representation and inter-agency coordination

  • Identify and build productive relationships with logistics colleagues and staff within the area of assignment to support an integrated approach within WFP.
  • When required, provide leadership by co-chairing regular Logistics Cluster meetings to coordinate the continuous identification and prioritization of logistics needs, as well as technical solutions adequate to overcome bottlenecks and ensure delivery of humanitarian aid/relief.
  • Establish and ensure fluid and regular communication and coordination with all relevant stakeholders, including supply and logistics managers in national and international humanitarian organizations.
  • In close coordination with WFP and when required, engage with local authorities and/or government counterparts on behalf of the Logistics Cluster.

Capacity Building

  • Guide and supervise team members, and actively contribute to logistics training initiatives and workshops as required, in line with developing the capacity of all stakeholders.

Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience: Minimum 5 years of postgraduate professional work experience, Experience in commercial or humanitarian transportation sectors. • Experience in coordination and management. • Experience monitoring and reporting on transport and freight market conditions and trends. • Experience in dealing with shipments and clearing imports/exports with customs officials. • Experience coordinating procurement and transportation processes with other units/ teams. • Experience in warehouse and commodity management. • Experience working with corporate systems (databases, software). • Experience in managing teams and inter-departmental relations.

Knowledge & Skills: Excellent communication skills, clear and friendly attitude, and ability to follow instructions. Demonstrated attention to detail, solid data management and analysis skills, reporting skills, solid IT skills (including working on multiple platforms simultaneously), problem-solving skills, ability to work under pressure and multi-task in a professional manner while meeting targets in a high-pressure environment. Knowledge of the humanitarian system. Excellent time management and language skills, as well as information management skills.

Languages: Oral and written working knowledge of English and Ukrainian,
