ORGANIZATIONAL CONTEXT

At this level, job holders have independent responsibility for technical, specialised work including planning, organisation and coordination and setting objectives for all assistance modalities for both WFP and logistics common services. They deal with issues that are often undefined and involve areas of uncertainty and complex inter-relationships. The instructions received are broad and the job holders consistently demonstrate a high degree of responsibility and initiative to independently manage activities and respond to queries. Job holders are expected to motivate and develop a team of support staff and/or are responsible for specialised support service(s) where the work is undertaken with the help of specially designed techniques, methods and processes.

JOB PURPOSE

Following the March 2020 security unrest in several districts of Cabo Delgado province, WFP operations in this province increased in response. These support operations have further increased recently following further displacement. It is foreseen that assistant to the IPDs in form of both food & CBT will continue for most throughout 2021, therefore necessitating the need for a Senior Logistics Assistant to manage CBT activities in Pemba.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses

Experience: 3 years of experience in Procurement, retail assessment and management, Logitics, commercial or humanitarian transportation or warehousing sectors is desireble; experience working with corporate systems (databases or Microsoft software) also recommended

Language: Fluency in Portuguese and English language

Knowledge and Skills: Understanding of suply chain operations

KNOWLEDGE & SKILLS

E****xperience coordinating service providers’ contract execution

Experience in commercial or humanitarian transportation or warehousing sectors is desirable;

Experience in evaluating offers and writing proposals.

Experience in report writing.

Experience working with corporate systems (databases or Microsoft software) also recommended.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Under direct supervison of the Logistics Officer or delegated authority, provide support to Logistics operation and activities, follwing the standards processes and facilitating, directly or indirectly, the effective delivery of CBT food assistance to beneficiaries.
  2. Manage the plan and implementation of innovative supply chain operations, initiatives and services to ensure timely, cost-effective CBT operation in Cabo delgado.
  3. Provide technical advice and identify opportunities for improvement and innovation initiatives analyzing best practices from the humanitarian and private sector.
  4. Manage the logistics retailers'contracts, including performance monitoring and measurments
  5. Build productive partnerships and collaborate with counterparts in the key supply chain functions to ensure an integrated supply chain approach to food assistance and cross-functional operational alignment.
  6. Oversee the retailers claims processing and eusure that its performend in timmely and efficient manners, as well as in full complince with WFP standard procedures.
  7. Build retailers capacity to ensure coordinated and cost-effective supply chain operations.
  8. Assist in monitoring the invnetory management process to track trends and account for the inventory status from the source to the beneficiary.
  9. Close monitor the retailers performance, in particular regarding the quality of commodities rendered to the benefiaicaires.

10. Act as linckage between WFP units and the contracted retailers.

11. Conduct regular retail assessments and provide recommendation to improve WFP CBT response in Cabo Delgado

12. Implement all loss mitigation procedures in place and report on all loses incurred.

13. Work closely with Program teams on distribuiton plans and ensure that retailers are timely informed, as well as has sufficient stocks to meet the demand.

14. Liaise with internal and external stakeholders to support efficient logistics operation management.

15. Provide guidelines to other support staff, in order to assist them in completeing their tasks to agreed standards and deadlines.

16. Elaborate daily/weekly/monthly progress reports.

17. Supervise staff as required.

18. Do other logistics related tasks as required.
