At WFP, we are looking for an experienced Logistics Officer (CBT) to be based in Khartoum, Sudan, to be hired on a Fixted Term Contract at the NOB level.

WFP Sudan, one of the largest and complex operations for WFP globally, is currently rolling out its five-year Country Strategic Plan (2019-2023), which aims to provide emergency assistance through a hybrid approach (Cash, food and vouchers), along with life-changing types of programmes (Nutrition, Resilience and School Feeding).

JOB PURPOSE

The Logistics Unit is deploying a special effort to ensure effective management of logistics CBT to support the implementation of CBT strategy and to improve availability accessbility and affordability of nutritious food by enabling amore efficient ,, resilient and sustainable retail sector.

KEY ACCOUNTABILITIES (not all-inclusive):

Under the direct supervision of the Head of Logistics, the Logistics Officer (CBT) will be responsible for the following duties:

• Collaborate with internal stakeholders (Programme, Supply Chain, IT) and external stakeholders (cooperating partners and retail operators) to ensure alignment and timely readiness of the scale up plan of shifting assistance modality from in-kind to cash-based transfers (CBT).
• Work with the CBT Logistics focal points in the Field Offices, store managers and other WFP units to assist them with analysis and understanding of the retail business to meet WFP goals.
• Drive the implementation of the Retail Performance Management including developing a Retail database to visualize the performance of each retailer.
• Participate in CBT innovations that aims to improve efficiency in both WFP, Retailer and Beneficiaries.
• Provide guidance to different WFP units and partners to take a strategic and proactive approach to achieve higher standards in the retail sector
• Identify CBT Supply Chain skills and capacity gaps and developing a capacity strengthening plan,
• Provide training for country office and sub office staff on retailer management
• Follow up on timely contracting of all retailers
• Provide inputs to and support the development of a wider retailer engagement strategy

• Create a monitoring schedule, conduct quality checks and ensure follow up with retailers to improve overall quality levels of all commodities.

• Assist Supply Chain team in aligning programmatic objectives and supply chain CBT initiatives,

• Regularly assess the existing retail and storage capacities at store level, suggested and implement improvements.
• Support the Area offices on the scale-up plan and follow up on the readiness.
• Actively participate in Country Office (CO) CBT Working Groups and Operational Planning meetings to ensure a coordinated response (alongside in-kind transfers) – special attention given to supply chain related requirements, operational risks and corresponding mitigation measures,

• Conduct micro and macro supply chain assessment including all actors in the Country’s food value chain (i.e. importers, manufacturers, wholesalers, retailers) to assure both reliability of supply and also to understand all contracting options available to WFP (important to include the sector’s structure and capacity to deliver food assistance, including an outline of any supply chain blockages and/or risks),

• Coordinate the execution of the macro supply chain assessment with supply chain (procurement) for it to actively support the creation of an approved roster of suppliers.

• Conduct a thorough cost efficiency analysis of various food assistance transfer modalities (direct and indirect), including risks associated with each transfer modality.
• Ensure early warning and risk assessment of supply, across modalities, including but not limited to market capacity and elasticity, drivers of change and risk.
• Manage performance reviews of retailers against key performance indicators, including but not limited to food quality.
• Follow up on retail invoices in SCOPE and monitor settlement process ensuring retailers’ invoices are paid within set timelines.
• Support Area Offices in SCOPE invoice approvals in the absence of the Head of Area Office, Logistics.
• Participate in developing CBT SCOPE – Invoice settlement Standard Operating Procedures.
• Perform other related duties as assigned

STANDARD MINIMUM QUALIFICATIONS:

Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field or First University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management and Administration or other related field with additional years of related work esperience and/or training/courses

Experience: A minimum of three years post graduate professional experience in logistics management, supply chain management , Supply Chain Cash Based Transfer , Warehousing and Contract Management or related fields is required for holders of an advanced university degree, or five years of relevant professional experience in the field of logistics , supply chain management , Supply Chain Cash Based Transfer , Warehousing and Contract Management or related fields is required for holders of a first university degree. Additional years of experience and training will be an advantage.

Language: Fluency in both English and Arabic.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

• Has experience reviewing and analyzing financial statements.
• Has experience implementing accounting and internal control processes.
