WFP’s strategy in Djibouti is aligned with Djibouti Vision 2035 and takes into account regional strategies of the African Union, in particular Agenda 2063 and the Malabo Declaration on Accelerated Agricultural Growth, and IGAD sub-regional strategies. It is also aligned with the UNDAF for 2018–2022 and builds on relevant recommendations of the Zero Hunger Strategic Review.

Addressing poverty is a major pathway to addressing food insecurity in Djibouti. Agricultural potential is limited, but the agricultural, pastoral and fisheries sectors offer opportunities for providing direct assistance for rural households susceptible to food insecurity and malnutrition. The two pillars of the WFP strategy are :

  • To provide employment equitably for women and men in the most vulnerable households; and
  • To use safety nets to ensure access to assistance that meets basic needs, including for food security.

ORGANIZATIONAL CONTEXT

Djibouti is one of the smallest countries in Africa and is home to a population of 1,050,000, of which more than 70 percent live in urban areas mostly concentrated in the capital city of Djibouti.

The country has experienced rapid growth over the past years; however, unemployment remains an issue towards the development of the country.

According to Country Strategic Review "Zero Hunger" – undertaken by the Government of Djibouti, consulted with key stakeholders, and coordinated by the World Food Programme (WFP) in 2018 – the priority to achieve food security in Djibouti is through employment while continuing to provide the social safety nets to the most vulnerable people for them to meet their food needs.

The WFP vocational trainings project builds on previous learnings from 2013-2014, where WFP trained 200 people in truck driving, crane/fork-lift operating, warehouse management, as part of its capacity development for the logistics sector, where women accounted for 20 percent of the total of participants trained in this phase. Furthermore, 80 percent of the participants found a job immediately after the training.

By leveraging its vast experience in logistics, WFP in collaboration with the Ministry of National Education and Vocational Training (MENFOP) will contribute to the development of skilled labor in the transport and logistics sector by training students coming for vulnerable background, unemployed Djiboutians and refugees to meet the needs of logistics companies based in Djibouti, while achieving zero hunger.

JOB PURPOSE

To provide construction and engineering expertise including management of projects and vendors and contribute to the cost-efficient and timely outcome delivery.

KEY ACCOUNTABILITIES (not all-inclusive)

The incumbent will be in charge of the vocational trainings program in the field of transport and logistics. He / She is responsible for the capacity building activities to the MENFOP for the establishment of vocational trainings for students, “out of school” participants and refugees in the transport, logistics and supply chain management sectors in Djibouti.

The consultant reports to the Director of Logistics and Supply Chain Management and will work closely with the Partnerships Officer. As part of his/her function, the consultant will be responsible for the following tasks:

  • Coordination of the activities of the WFP Djibouti, MENFOP and partners to carry out the different phases of the project: the training of trainers, the training offer to participants and the modernization of MENFOP's technical platforms in order to implement the trainings in Djibouti;
  • Evaluation of the training of trainers’ mechanism;
  • Monitoring of training pedagogy (tools and standards);
  • Coordination of the implementation of training of trainers in partnership with partners;
  • Assessment with partners of the training needs related to the Djibouti labor market;
  • Participation and facilitation of the National Council for Vocational Trainings in transport and logistics in coordination with the Public and the Private sector;
  • Ensuring that the gender aspect is taken into account in the training program;
  • Development of marketing activities to promote the vocational trainings programme within the target groups of the project (public and private sector);
  • Supervision of educational guidelines in collaboration with the Ministry of Education and project stakeholders;
  • Establishment of a monitoring and evaluation system and relevant project indicators with the WFP’s monitoring and evaluation team and the MENFOP;
  • Supervision of the technical upgrade of the educational training platforms;
  • Establishment of activity reports to measure the progress of the program;
  • Participation in the vocational training actors and donors’ meetings in Djibouti;
  • Execution of defined project objectives and coordination of obligations, roles and responsibilities of the various stakeholders to meet the deadlines of the action plan.

STANDARD MINIMUM QUALIFICATIONS

Education :

Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses. Language :

Fluency (level C) in French and English languages.

Please note :

While English and Arabic are widely spoken, French is the official language of Djibouti; Government agencies and commercial companies conduct their official business in French. Therefore, knowledge of French language is preferred.
