Purpose of the Job:

The Logistic officer-Asset/Warehouse will work under the supervision of Logistics Coordinator in Herat Office.

He/ She is responsible for logistical daily tasks which are mentioned in further detail as bellow.

Such as asset registration and inventory and stock management and other tasks which assign by his supervisor

Generic responsibilities:

  • Adhere to NRC policies, tools, handbooks and guidelines
  • Assist with the implementation of the support function portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Promote and share ideas for improvement of the support function

Specific responsibilities:

  • These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
  • Act as focal point for all assets/warehouse related activities at Herat Area Office and coordinate with concerned department, field offices in accomplishing the tasks.
  • Assist in promoting NRC core values and creating awareness about assets/warehouse policies and procedures.

Warehouse Management:

  • Manage Herat Area Office warehouse and Office stock and ensure that all items are received, dispatched and stored properly. Stock cards are accurately done and monthly stock reports is produced/shared.
  • Supervision and capacities building of Logistics Assistant-Warehouse under his supervision.
  • Organize transport of office goods/supplies from Herat to field offices and coordinate on matters related to dispatch/delivery with relevant departments and offices.
  • Implement NRC’s logistics policies and procedures warehouse management at office level
  • Oversee stock management, data and tracking systems in accordance with Warehouse Management SOPs and procedures.
  • Liaise with warehouse assistant on the planned delivery of materials meant for warehousing and obtain necessary documentation to facilitate payments to vendors.
  • Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are properly maintained.
  • Ensure that standard systems are properly maintained at warehouse/stock.
  • Promote constant motivation among staff to strive for an efficient and effective warehouse administration.
  • Prepare, check and share plans, records and reports as required (e.g. status reports, inventory lists)
  • Assess the availability of space and prepare stacking/storage plans prior to programming/ contingency commodities arrivals.
  • Plan, organize and control of warehouse over-all operations.
  • Carry out regular physical random warehouse checks of commodities and inventory.
  • Ensure that workplace's health and safety requirements are met and take responsibility for the security of the building and stock.
  • Prepare all procedures and necessary steps for commodity disposal;

Asset Management:

  • Ensure that all assets/equipment purchased are entered in asset/ inventory database before allocating or dispatching to the requester.
  • To do asset verification and update asset list accordingly
  • Manage NRC’s guesthouse’s Equipment/ assets are well maintained at all times and update asset list are available.
  • Ensure NRC assets and stocks management system are in place and followed as area/field levels.
  • Manage day to day maintenance issues at Herat office and guesthouse ensuring NRC’s assets and inventories are well maintained. Organize repairs and maintenance as necessary.
  • Ensure all NRC assets/premises are in good conditions and monitor maintenance/repairs if required.
  • Maintain proper files of asset and warehouse documents properly.
  • Conduct regular spot checks of stocks and inventories (stationaries, assets and non-assets).
  • Ensure anti-corruption, transparency and cost efficiency principles in all processes (e.g. in vehicle management, asset management and warehousing)
  • Ensure safe and efficient transport of staff and materials/goods
  • Prepare vehicles carpool reports and maintenance reports on a monthly and send to the Logistics coordinator.
  • Prepare generators reports (fuel consumption and maintenance) on monthly basis and send to the Logistics coordinator.
  • Ensure proper handover (Check In & Check Out)/Asset Transfer Forms ATF, including signatures, for all equipment allocated to NRC staff.
  • Ensure proper filing of all documents relative to assets management as per NRC policy (Loss and damage report, Asset transfer is tagged in collaboration with Logistics Coordinator.
  • Ensure that all records including inventory lists, stock cards of NRC items and equipment are updated and easily available to authorised users.
  • Ensure that the periodic inventory report is prepared as required internally by NRC and/or by Donors I.e. Monthly, quarterly, yearly
  • Ensure asset physical verification twice a year and make sure all the assets are properly filled
  • Supervise the Asset Management personnel on the preparation/maintenance and update of the assets management database on Agresso
  • Issue equipment and supplies and maintain updated inventory records for different sources of funding;
  • Implement a disposal plan in accordance with NRC Asset/Inventory policy for unserviceable assets and expired/damaged stock, following donor regulations and in accordance with legal agreements;
  • Review Asset Registry and develop a plan for verifying and re-registering assets procured in accordance with the NRC policy;
  • Reconcile all assets recorded in the Assets Register against the items purchased by the support and programme.
  • Ensure NRC asset management system including management of the premises is kept up to date and fully functional and logistics records are properly filed and maintained in electronic and archive filing systems.

Qualification:

  • 3 years’ experience in a similar role/position in an INGO or humanitarian agency.
  • Previous experience of working in a complex and volatile Logistic context.
  • Good in English, both written and verbal
  • Having knowledge of asset/warehouse management and reporting
  • Good computer skills - MS Office & database.
  • Good control and supervisory skills
  • Good communication skills

Education:

  • Bachelor degree in economic or Equivalent
