The United Nations Organization Stabilization Mission in the DR Congo (MONUSCO) was established in 1999 under the auspices of the UN Department of Peacekeeping Operations (DPKO). – http://monusco.unmissions.org.

Within the terms of the organization’s delegated authority, and under the direct supervision of the Entebbe Support Base Logistics Operations Officer the UN Volunteer will undertake the following tasks:

Act on the advice and guidance of the ESB Logistics Officer for provision of logistics support within the following parameters: UN’s Financial Rules and Regulations, Staff Rules, administrative policies, instructions, technical guidance from MSC and specific delegations of authority from Chief Ops & Coord or Chief MSC;


Assist the ESB Logistics Officer in preparing the short, medium and long-term plan support requirements of the Field Office to identify the resource requirements and factoring additional resources for any circumstances unforeseen at the current stage but will likely arise in the foreseeable future;


Assist ESB Logistics Officer to liaise with Military contingents, FPU, UNPOL and substantive personnel at the field office level, reviewing plans and operational requirements to deliver requisite resources in a timely and cost-effective manner;


Assist ESB Logistics Officer to provide timely advice and technical input in terms of providing logistics support in accordance with the approved MOU of the military/police contingents, UN regulations & rules, policies and procedures;


Coordinate the provision of adequate logistics support to designated sub-offices and other locations within the Field Office Area of Responsibility (AOR);


Assist the ESB Logistics Officer to oversee the proper utilization of all UN Owned Equipment (UNOE), Contingent Owned Equipment (COE) and assets, as well as premises leased by the Mission, in conformity with UN Financial Regulations, Rules and established policies, procedures and guidelines in the Field Office AOR;


Liaise with ESB Operations Resource Management (ORM), Service Delivery (SD) and Supply Chain Management (SCM) representatives for technical advice in all matters pertaining to their speci

Basic knowledge of logistics operations and several years of progressively responsible experience, including at least Three (3) years in the field of Logistics or Administrative functions related to the fields;

The assignment is based in the town of Entebbe, located in the shores of Lake Victoria in the East-African country of Uganda (approx. 35 km from the capital of Kampala).

Uganda’s main international airport is located in Entebbe and functions as the most common entry point into Uganda for international travellers with direct connections to/from Addis Ababa, Amsterdam, Brussels, Cairo, Dar-es-Salam, Dubai, Johannesburg, Juba, Dakar, Kigali, Kinshasa, London, Nairobi and other destinations.

Entebbe is currently under UN Security Level 2 which is the warning and preparation stage to ensure that subsequent levels can be implemented smoothly (e.g. establishment of a coordination center). The UN Security Management Team (SMT) and other entities that are part of the security management/assessment system (e.g. wardens) meet regularly to monitor the security situation and top prepare for subsequent stages. The UN Department of Safety and Security (DSS) regularly update all UN personnel and conducts briefings upon arrival to sensitize newcomers and other on the latest political and social developments that may have security implications.

There is a Level 1 clinic in the Entebbe Support Base (where the assignment is located and there are several UN-cleared private hospitals in Kampala. Certain vaccinations are mandatory for UN personnel to enter Uganda including Yellow Fever. UN volunteers must ensure that they are up to date with appropriate vaccinations, especially a cleared endorsed Yellow Fever vaccination certificate as you may be required to provide this document upon arrival at Entebbe International Airport.

Entebbe has been declared a family duty station for all UN personnel as of July 2011. International schools and recreational facilities are available in Kampala and Entebbe. Local markets and supermarkets stock a good range of consumer goods.

Upon arrival, the UNV Support Office can assist with booking of temporary accommodation. This will be paid for by volunteer (the UNV Settling Grant is designed to cover this expenditure). The volunteer will subsequently locate long term accommodation with Entebbe rents ranging from US$ 400- 800.

Various mobile phone companies operate in Uganda. SIM and top up cards are readily available. UN personnel have access to internet and telephone connections (UN PIN code can be used for personal calls on a cost recovery basis).

Upon arrival, the volunteer will open bank account, usually with Barclays Bank (located in the Entebbe Support Base facility) where the UNV SIG and VLA payments will be received. ATMs are available throughout Entebbe and Kampala and accept many international cards.
