Org. Setting and Reporting This position is located in the Memorandum of Understanding and Reimbursement Policy Section (MRPS) within the Uniformed Capabilities Support Division (UCSD) of the Office of Supply Chain Management (OSCM) in the Department of Operational Support (DOS). The Logistics Officer reports to the Chief of Section.

DOS is mandated to provide strategic support for the administrative, logistics and technology requirements of all United Nations field missions, including peacekeeping operations and political offices. Within its responsibilities, UCSD is located within OSCM/DOS and manages the Troop-Police Contributing Countries (T/PCC) reimbursement policy frameworks, coordinates the negotiation of Memoranda of Understanding (MOU), calculates/processes the payment of reimbursements in excess of $2 billion annually for contingent owned equipment (COE) and personnel to countries contributing military and police contingents to field missions, develops and conducts performance analysis on a variety of deliverables using key performance indicators and metrics. It also administers the triennial COE Working Group and the quadrennial troop cost survey.

Responsibilities Within delegated authority, the Logistics Officer will be responsible for the following duties:

  • Integrate logistics and support plans, deployment timelines and budget requirements for planned or new peacekeeping missions.
  • Develops and implements methodologies and tools to enable effective execution of logistic plans with reference to force generation and MOUs.
  • Formulate specific Standard Operating Procedures.
  • Manages logistics operations linked to force generation and MOUs
  • Ensures timely, accountable and cost-effective delivery of peacekeeping cargoes and personnel.
  • Coordinates inputs with regards to supply chain management and service delivery from various sections within UCSD for the Director, UCSD, the DOS senior management, missions or member state representative through preparing briefings notes, talking points, report, drafting note verbale, etc. and provides support to ongoing air, land, sea, or rail operations for force generation.
  • Ensures that logistics requirements take account of gender-specific needs and incorporates them in the MOU.
  • Coordinates uniformed capabilities logistics activities with procurement, finance, human resources, policy and other substantive units.
  • Follows up on legal and financial aspects.
  • Develops and implements DOS logistics support policy, procedures and methodologies to the common benefit of all functional units.
  • Prepares reports on operational logistics issues, linked to uniformed capabilities.
  • Identifies plans and manages special logistics operations with reference to uniformed capabilities.
  • Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
  • Prepares contingency plans and logistics preparedness reviews.
  • Performs other related duties as required.

Work implies frequent interaction with the following: Director, UCSD and the Front Office staff; UCS D Service/Section Chiefs, and all staff as needed. Officers of other DOS, DPO units, DPPA, DMOSH, OLA Representatives from Permanent missions to the UN, other UN agencies and Embassy personnel Military Advisers/counsellors at Permanent Missions.

Results Expected: Manages and coordinates logistics operations where methodology is established, or logistics problems have precedents and integrates them with MOUs and force generation. Under guidance of Section Chief, MRPS, develops logistics inputs or improves upon already established programmes, and coordinates inputs with other stakeholders to prepare written reports and communications. Participates and leads coordination and project working groups.

Education An advanced university degree (Master’s degree or equivalent) in business administration, public administration, supply chain management, logistics, law or other relevant field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience, in logistics or supply chain management operations or related area is required. Experience in coordinating logistics support operations is required. Experience in coordinating inputs with stakeholders to prepare written reports and communications is required.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise, which may be followed by a competency-based interview.
