Org. Setting and Reporting This position is in the United Nations Multidimensional Integrated Stabilization Mission in the Central Africa Republic (MINUSCA) within the Mission Support Center (MSC). The Logistics Officer leads Plans Unit of MSC and reports to the Chief of section. The focus of these jobs is to assist the Chief of MSC as the focal point for the effective planning and forecasting of all logistical support to be provided to all clients for the implementation of the mission mandate

Responsibilities Under the guidance of the Chief of MSC and within delegated authority, the Logistics Officer, will be responsible for the following duties: •Exercises managerial and supervisory control over all logistics support required by the mission. •Develops, prepares, coordinates, and monitors overall logistic support plans including logistics forecasting, supply schedules, priorities or requirements, and resolution of urgent operational needs. •Develops and prepares Standard Operation Procedures (SOPs), Policies, Mission support plans. •Assists and advises Chief MSC on future logistic plans incorporating the policy guidelines and decisions pertaining to major logistics support. •Assists the Chief MSC in the development of policy and procedures for logistics support in the Mission. •Ensures that logistics requirements take account of gender-specific needs also in planning and preparation of policy documents, guidance, and SOPs •Advises senior management on logistics management, structures, and staffing levels to ensure that they are always adequate to meet the requirements of the logistics strategy. •Participate when required, for any Mission level reviews, studies, workgroups, or planning teams etc. •Organizes and chairs logistics meetings, and maintains liaison with Force Generation Service and Movement Control Section at UN Headquarters, to have a clear understanding and coordination of troops/police deployments, rotations, and repatriations •Develops a training program for logistics staff in coordination with the military component and the various administration sections. •Manages civilian and military Mission Support Centre staff reporting to him; Evaluates staff performance, interviews/evaluates candidates for job openings. •Carries out regular liaison with the Operations and Information & Reporting Units of MSC, to share and coordinate the inflow of information and fill in the gaps in information received from other sources. Works in close coordination with the Operations Unit while drafting future logistic support plans to ensure their inputs have been considered. •Analyzes Secretary General’s Reports, Security Council Resolutions, Military Operational Directives, Mission Implementation Plans, Results Based Budgets, and other policy documents to proactively determine Mission capacity and requirements and plan required logistics support. •Performs other related duties as required.

Work implies frequent interaction with the following: •Counterparts in DPO and DOS, C/MSC, Regional Administrative Officer (RAO) and Chiefs Legal, Finance and Human Resources Officers, Military Planning Officers, UN agencies field officers, military contingent commanders, and logistics staff.

Education Advanced university degree (Master’s degree or equivalent) in logistics, , transportation management, supply-chain management, Business administration, or related field. A first-level university degree with a relevant combination of two additional years of experience in areas such as transportation or logistics operations/management, supply chain management, etc. may be accepted in lieu of the advanced university degree.

Work Experience Minimum of seven years of progressively responsible professional experience planning, coordinating and managing multi-functional supply chain and support logistics operations in the field and international environment or related area is required. Experience in drafting logistics reports, developing logistical plans, policies and SOPs is required. Experience in providing logistics and supply chain support services in a complex, volatile, conflict or post-conflict environment is required. Experience in international military or UN peacekeeping operations is desirable. Experience of Mission Strategic Planning and participation in drafting Mission Support contributions to Integrated Strategic Framework, Mission Concept, MSD Annual Support Plan and Military/Police CONOPS is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in oral and written English and French is required.
