Background

The Norwegian Refugee Council (NRC) is an international non-governmental organisation of Norwegian origin, present in more than 25 countries worldwide. NRC has been working in the Democratic Republic of Congo since 2001. Its programmes focus on the sectors of Education, Rapid Response to Population Movements (RRMP), Protection and Humanitarian Mediation, Shelter (Shelter/Wash), and Information, Counselling, and Legal Assistance (ICLA) in favour of populations forced to move.

NRC in the Democratic Republic of Congo (DRC) is recruiting a Logistics Manager for its country operations.

Role and responsibilities

The Logistics Manager is responsible for managing the NRC Logistics Department in Democratic Republic of Congo. S/He is responsible for ensuring the application of the logistics systems and processes. S/He is in charge of reporting, capacity building of staffs in logistics, and whenever is required, contribute to the capacity strengthening of sub-recipients in NRC logistics. The Logistics Manager maintains effective the provisions of the Handbook.S/He works with NRC senior management to ensure that the country program maintains a high level of resource stewardship and accountability.

  1. Ensure that country set up comply with Logistical Handbook, NRC policies and donor requirements and implement NRC’s logistics systems and procedures
  2. Capacity building and support of logistic and non-logistic staff with logistical responsibilities
  3. Line management of the logistics team at the country office, including recruitment and performance management
  4. Managing timely procurement processes for national and international purchasing and tenders
  5. Analyse and manage market assessments within the scope of work and at the request of programme/project developers
  6. Ensure proper donor compliance and internally reporting is accurately documented for the delivery of goods and services
  7. Ensure anti-corruption, transparency and cost-efficient focus in procedures and training
  8. Develop country specific SOP’s to ensure good practices in place for fleet management, procurement, Warehouse, Market analysis, Asset and other essential sectors in line with the new logistics handbook
  9. Ensure the timely delivery of logistics support services to all NRC Democratic Republic of Congo projects
  10. In close collaboration with the Head of Support (HoS), Area Managers, Head of Program (HOP), Finance Manager, HR Manager and head of units, contribute to the preparation of the Annual Master Budget and the Current Year Spending plan updates, using the NRC tools
  11. Implement audit and support visit recommendations to strengthen compliance
  12. Setup key performance measures for all aspects of logistics activities and regularly review them against actual performance
  13. Close and regular communication, coordination and planning will all program heads, AOs and filed offices
  14. Responsible for the implementation of the Country market analysis
  15. Contribute to the identification of opportunities to implement cash-based interventions and market-based programmes by participating in assessments and response analysis discussions

What we look for

Requirements:

  • Minimum 3 years of experience from working as a senior Logistics Manager in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Knowledge of the context in West Africa
  • Demonstrated experience in setting up logistics systems and policies
  • Contract management an assets
  • Knowledge about own leadership skills/profile
  • Fluency in French and English, both written and verbal
  • Dynamic
  • Valid driver’s license
  • Detail oriented
  • Able and willing to visit remote field sites
  • Basic knowledge of car mechanic and / or IT systems a strong value added
