You have:

  • Proven and significant experience in all technical areas of Logistics operations including fleet management, warehousing & inventory management, transport, distribution, asset management.
  • Previous hands on experience in a supervisory/managerial role is required.

TITLE: Logistics Manager

LOCATION: Freetown

TEAM/PROGRAMME: Supply Chain / Operations

GRADE: 2

CONTRACT LENGTH: 12 months (renewable)

CHILD SAFEGUARDING:

Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The purpose of this position is to work alongside the Head of Supply Chain to develop and implement Logistics strategies for the Sierra Leone Country Office and manage their delivery.

The post holder has accountability to implement transformation projects and existing or new policies, manuals and procedures for the Logistics function which consists in the Fleet management, the Warehousing & inventory management, and the Asset management. S/he will be providing technical guidance and strategic support within all national/area/field offices and throughout the other departments of the Organization.

In the event of a major humanitarian emergency, the post holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to: Head of Supply Chain

Staff reporting to this post: Asset & Warehouse Coordinator, Fleet Coordinator

KEY AREAS OF ACCOUNTABILITY:

General:

  • Coordinate with sub-offices to ensure standardization of Logistics practices.
  • Build and maintain strong business partnering with other functions to improve and ensure smooth implementation of logistics projects and activities.
  • Management of complex logistics operations for all Programmes and sub offices.
  • Monthly logistics reporting on fleet, stocks and assets.

Fleet Management

  • In collaboration with the RO and Centre, support the Fleet Service Charge model for the provision of vehicles and overall fleet management for the Country Office.
  • Review Country Office fleet right size regularly to ensure that a cost-effective size of fleet is maintained.
  • Participate in sourcing and purchasing of new vehicles.
  • Ensure standard Save the Children policies, local laws and best practices are adhered to and that fleet is managed in a cost effective and efficient way.
  • Provide advice on applicable fleet issues that affect overall operations.
  • Ensure all drivers are adequately trained in key areas such as Defensive Driving, Safety & Security, Child Safeguarding, etc.
  • Collate and provide reports on ‘key performance indicators’ data and reports, leading on mitigations to hazards, risks and continuous performance improvement.

Warehousing and Inventory Management

  • Oversight on warehousing and inventory management for the country.
  • Ensure all warehouses are operated in an efficient, effective and compliant manner, following Save the Children’s policies and procedures and best practices, including the Total Inventory Management (TIM) system.
  • Where necessary evaluate Warehouse needs and set up additional warehouse space if required.

Asset Management

  • Ensure an accurate asset management in collaboration with Programmes, Awards, IT and Finance departments.
  • Ensure standard Save the Children policies and donors rules and regulations are adhered to and that assets are managed in a compliant manner.

Team Management and Capacity Building

  • Provide logistics training and capacity building as required to all staff at Country Office and sub- Office level, and to partners as needed.
  • Regular support visits to sub-Offices to strengthen capacity of Logistics staff at these locations and drive improvements in Logistics systems.

Governance, Systems, Tools and Processes

  • Implement and ensure compliance to all our Fleet management, Asset management and Warehousing & Inventory Management Policies, Manuals and established Procedures.
  • Set a strong tone from the top that fraud is unacceptable.
  • Ensure that we are using recognised systems and processes, including (when available) ProFleet, Fleet Service Charge, IVMS, TIM, e-Asset, etc.

EXPERIENCE AND SKILLS

  • Proven and significant experience in all technical areas of Logistics operations including fleet management, warehousing & inventory management, transport, distribution, asset management.
  • Minimum of five (5) years of relevant experience working in Supply Chain/Logistics.
  • Previous hands on experience in a supervisory/managerial role is required.
  • Sector experience in NGO/UN system is preferred but strong commercial sector candidate with a demonstrable interest and passion of the NGO sector will be considered.
  • Excellent planning, management and coordination skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities.
  • Ability to synthesize and analyze complex information, and make clear, informed decisions/recommendations.
  • Ability to train teams, build the capacity of staff and institute strong systems.
  • Willingness to undertake field travel as required and work in difficult environments according to travel environments.
