ORGANIZATIONAL CONTEXT

The World Food Programme (WFP) is lending its emergency expertise to support response efforts in the Caribbean, which is reeling from the risks posed by COViD19 and natural disasters. WFP is supporting its’ primary partner, CDEMA, and the Participating States through logistics support, and trainings. The consultant's key task will be leading the development and delivery of logistics emergency response equipment deployment trainings in up to seven countries.

WFP will continue providing workshops and trainings with regional stakeholders on the CLS deployment and use, delivery of the logistics modules, and team support deployments in emergencies.

In support of the UNCT Guidelines and mostly in support of Pillar 8

Pillar 8: Operational support and logistics Logistical arrangements to support incident management and operations. Expedited procedures may be required in key areas (surge staff deployments, procurement of essential supplies and Supply Chain).

KEY ACCOUNTABILITIES (not all-inclusive)

1. Develop and design then deliver trainings on behalf of WFP and CDEMA on the use and deployment of emergency response equipment to the four Sub-Regional Focal Points (SRFPs) – Jamaica, Trinidad and Tobago, Antigua and Barbuda, and Barbados - and The Bahamas, St Vincent, and the Grenadines and Dominica.
2. Engage and collaborate with the WFP country leads in the above countries, CDEMA and the WFP SC team, and training members to arrange and ensure close and collaborative engagement to bring out the best results from the trainings, ensuring detailed and quality reporting on the trainings and participants as well as continuously improving the delivery standards as the trainings continue throughout the region. Building the capacity, also, of the fit-for-purpose qualities of the kits prepositioned in these countries through Q&A and feedback from training participants.
3. Participate in the development and implementation of procedures for logistics field operations or Headquarters based units ensuring that objectives are achieved in compliance with regional and functional strategies, policies and plans.
4. Plan and lead the implementation of innovative logistics operations, initiatives, and programs to ensure timely, efficient, and cost-effective supply of direct or indirect food/logistics support assistance.
5. Collect and analyze relevant technical data from diverse sources to forecast operational needs under various scenarios and make evidence-based proposals.
6. Lead preparation of transport arrangements and contracting of all associated services in accordance with established guidelines.
7. Implement operational warehouse procedures and normative guidance in order to manage WFP’s warehouse, handle inventory effectively through corporate systems, and ensure loss mitigation.
8. Coordinate logistics, port operations, air operations, fleet and warehouse management support services in the area of assignment, preparation of contracts, and supplier payments.

CONTINUATION OF KEY ACCOUNTABILITIES

9. Plan, organize, and supervise the work of more junior staff to ensure that tasks are accomplished in a manner consistent with organizational requirements.10. Gather market intelligence through research and networking, thus improving the knowledge basis available to Country Offices, regions, and the Programme, and process and analyze proposals in line with WFP standard rules and regulations in order to deliver efficiently.

11. Build relationships and collaborate with counterparts in the key supply chain functions to ensure an integrated supply chain approach to food assistance.

12. Prepare accurate and timely accounting, data collection, and reporting, to inform supply planning and contribute to a WFP-wide view of logistics activities, enabling informed decision-making and consistency of information presented to stakeholders. Liaise with internal and external stakeholders and consolidate preliminary data analysis, prepare accurate and timely reports to support a WFP-wide view of logistics activities that enables informed decision-making.

13. Provide technical advice and guidance to WFP staff, partners, and governments, building capacity to connect to markets, manage food systems and deliver food assistance to those in need.

14. Identify and build productive relationships and partnerships with counterparts in UN agencies, NGOs, governments, and the private sector to share knowledge and resources and ensure coordinated delivery of food assistance.

15. Contribute to preparedness actions, prepare CO Logistics Capacity Assessment (LCA), provide technical recommendations and guidance, and monitor the management of specific logistics risks to enable WFP to quickly respond and deploy food and resources at the onset of the crisis.

16. Act in an assigned emergency response capacity as required to meet emergency supply chain needs.

DELIVERABLES AT THE END OF THE CONTRACT

1. Seven emergency logistics equipment workshops to be conducted as per the established program, with accompanying reports for each country as per the established template.

2. Final report produced summarizing the implementation of all workshops, lessons learned, and suggestions for future training modules.

3. Supplemental tool and support kits procured and prepositioned in all seven countries, as per specified procurement plan.

4. Development and support to the WFP Caribbean procurement team in developing a list of vendors for transport, storage, handling, and customs clearance in Jamaica, The Bahamas, and Antigua and Barbuda, including support for the vendor registration process.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree or Practical Experience in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related fields, or First University degree with additional years of related work experience and/or training/course.

Experience At least 3 years of relevant experience.

Languages: Fluency (level C) in the English language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Experience developing and delivering logistics-related trainings and workshops.
• Experience documenting and reporting training outcomes and adjusting modules.
• Experience evaluating and selecting service providers and third parties.
• Experience identifying transportation operations risks and maintaining documentation on emergency logistics preparedness.
• Experience determining with Supply Chain actors best transport modality/timing and liaising with agents and suppliers to meet deadlines.
• Experience preparing and managing transport and project budgets.
• Experience managing integrated air, sea, and land transport operations.
• Experience supervising professional staff.
• Experience in working in insecure and difficult environments.
• Experience working with interagency partners to assess and coordinate emergency/non-emergency response.
• Experience in the delivery of in-kind goods to beneficiaries.
