ORGANIZATIONAL CONTEXT

Consultant will support the funds management section in managing increased workload, ensuring supply chain budgets are managed thoroughly, funds are committed according to approved budgets in timely manner, Supply Chain matrices are prepared reflecting the most effective and efficient Operational plan that optimize resources.

JOB PURPOSE

Consultant will support the funds management section in managing increased workload, ensuring supply chain budgets are managed thoroughly, funds are committed according to approved budgets in timely manner, Supply Chain matrices are prepared reflecting the most effective and efficient Operational plan that optimize resources.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Participate in the budget planning and ensure efficient and accurate supply chain funds utilization, implementing and adhering to standard processes.
  2. In the context of Supply Chain Funds management, review of current setup of logistics operations, systems and documentation and recommend any areas of improvement. Coordinate and provide logistics support to ongoing air, land, and river operations.
  3. Collect and analyze relevant technical data from diverse resources to forecast operational needs under various scenarios and make evidence-based proposals.
  4. Prepare Supply Chain matrices based on the “Logistics Plan” reflecting the most effective and efficient operational plan that optimize resources.
  5. Develop tools to manage supply Chain budgets related to the Interim Country Strategic plan (ICSP).
  6. Ensure that supply chain funds are committed according to approved budgets in a timely manner to enable availability of funds for timely payment of supply chain related invoice. Be accountable for the continued validity of supply chain rates and undertake regular reviews to ensure logistics funds are available to meet operational requirements.
  7. Produce routine Supply Chain reports for each active project as per guidance provided by ODL and provide status reports to the RB.
  8. Ensure timely postings of all commitments in WINGS against Supply Chain budget code and only for logistics operation and only those cost elements included in the supply chain budget.
  9. Ensure document flow at the WFP warehouses are in line with the new business process requirements.

KEY ACCOUNTABILITIES CONTINUED

10.Facilitate project closure and resource transfer; ensure that RT template is filled in with accurate and precise information. Perform physical inventory and ensure system and physical stocks are fully aligned, coordinate with the CO pipeline to ensure Resource Transfer Request is sent to Rb as soon as Project End date is reached. Follow-up with RB until RT is completed by HQ teams. Ensure all loans and borrowing are accounted for and are in line with pipeline data before PED.

11.Prepare accurate and timely accounting, data collection and reporting, to inform Supply planning and contribute to a WFP wide view of logistics activities, enabling informed decision making and consistency of information presented to stakeholders, liaise with internal and external stakeholders and consolidate preliminary data analysis, prepare accurate and timely reports to support a WFP-wide view of logistics activities that enables informed decision making.

12.Provide on the job training and technical support to build capacity of the CO Funds management Team.

13.Ensure that all staff are adequately trained and identify any additional needs to achieve high working standards.

14.Any other task assigned by supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses. Language: International Professional: Fluency (level C) in English language.

Experience:

  • At least 6 years (and above) of relevant professional experience.
  • Experience preparing and managing transport and project budgets.
  • Proven ability to provide analytical support and recommendations for operational costs and funds utilization optimization.
  • Experience in warehouse and commodity management.
  • Experience working with corporate systems (database, software).

  • Knowledge of humanitarian or commercial supply chain sector. Strong organizational, coordination skills and transfer of knowledge.
