ORGANIZATIONAL CONTEXT

The complexity of operations in Lakes (Rumbek) requires a full-time international Logistics Officer to oversee the implementation of logistics activities under the current projects. The Logistics Officer will be also responsible for coordinating prepositioning exercise for Lakes state, ensuring continuity of success of LESS implementation, improving Warehouses and commodity management, and coordinating air/road operations as necessary.

JOB PURPOSE

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Supervise logistics air operation in Rumbek.
  2. Coordinate logistics, fleet, air logistics and warehouse management support service in area of assignment.
  3. According to daily air plan sent from Juba maximize utilization of air assets in Rumbek
  4. With close coordination of the head of Sub-Office, come up with the food requirements and NFis for the logistics operation. Follow up with the CO on call-forward and timely prepositioning / delivery of the requirements;
  5. Support and oversee logistics operations in Rumbek Sub-office; Maintain proper coordination between the Sub-office and CO for issues related to general logistics operations to avoid any gap affecting the operations;
  6. Monitor road conditions and advised on bottlenecks with recommended solutions to avoid any delays in dispatches / deliveries / losses;
  7. Contribute to preparedness actions and Logistics Capacity Assessment (LCA) as necessary to enable WFP to quickly respond and deploy food at the onset of the crisis;
  8. Coordinate logistics, fleet and warehouse management support services in the area of assignment;
  9. Build relationships and collaborate with counterparts in the key supply chain functions at sub office level to ensure an integrated supply chain approach to food assistance;
  10. Implement the procedures for logistics sub-office operations ensuring that objectives are achieved in compliance with the functional strategies, policies and plans;
  11. Plan and lead on implementation of innovative logistics operations at sub-office level, initiatives to ensure timely, efficient and cost effective supply of direct or indirect food assistance;
  12. Collect and analyze relevant technical data from diverse sources to forecast operational needs under various scenarios and make evidence-based proposals;
  13. Implement operational warehouse procedures and normative guidance in order to manage WFP's warehouse and handle inventory effectively through corporate systems;
  14. Monitor shelf-life of the commodities and ensure to share with the Head of sub-office for distribution plan before their Best Before the Date (BBD);
  15. Monitor and supervise regular capturing of data in LESS and refrain from backlogs. Any complications arise in LESS operation is reported to focal points in CO for immediate solution;
  16. Provide leadership in specific technical areas or competence i.e airlift and airdrop operations;
  17. Participate in reviewing of CPs' FLAs (Supply Chain Costs) and ensure reasonable rates is quoted;

18. Attend Weekly Logistics Teleconference and share with the CO an update on operational issues as well as raise concerns issues with recommended solutions;

19.Ensure operational reports are prepared by the concerned staff and circulated timely: Daily Dispatch Report, Physical Inventory, Weekly inputs, Airdrop operation, Monthly Transporters' Performance Evaluation Exercise etc;

20. Plan, organize and supervise the work of Logistics staff as per the organogram to guarantee high quality and consistency of performance is maintained throughout time;

21. Provide technical advice and guidance to WFP staff and partners to manage food systems and deliver food assistance to those in need;

22. Any other task assigned by supervisor

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience:

  • At least 6 years (and above) of relevant professional experience.
  • Experience preparing and managing transport and project budgets.
  • Proven ability to provide analytical support and recommendations for operational costs and funds utilization optimization.
  • Experience in warehouse and commodity management. Experience working with corporate systems (database, software).
