Coordinate logistics and supply operations for WHO initiatives in Sudan

You have:

• Minimum first university degree in Logistics, Supply chain, Program management, Engineering, or related field.
• 5 to 6 years of relevant experience including international exposure in managing logistics operations and supply operations, part of which in the field supporting emergency humanitarian operations.
• Excellent working knowledge of English
• Prior working experience with WHO/UN, health clusters partners, recognized humanitarian organizations, or an international nongovernmental organization.
• Advanced university degree (Master’s level or above) Professional certification in areas such as transport, distribution, and supply chain management.

Position: Logistics Consultant

1. Purpose

The consultancy aims to mainstream Operation Support and Logistics within the WHE department in WCO and to liaise with the supply function embedded in the OO Department. He/ She will coordinate and support the establishment of need forecasts within the WHE program, procurement plan and distribution plan to ensure timely delivery of large volumes of supplies to WHO and operational partners programs. The incumbent will also strengthen the coordination and promotion of operational and tactical partnerships with UN agencies and collaborating NGOs from the health sector. He /She will support assessment missions within the country and will lead the OSL function within the IMST during emergency responses.

2. Background

Implementation of WHO projects in Sudan are challenged by delays in procurement and supply. This is due to several factors:

1. the effects of the Covid-19 pandemic on the international supply chain, causing delays in delivery by suppliers and transport.

2. Repeated closures of Port Sudan the only port in the country causing a backlog of thousands of containers and the lack of alternative ways of importation through other countries.

3. The massive increase of the supply chain volume due to the Covid-19 epidemic and increasing humanitarian needs in the country, exceeding in its requirements the existing logistic, transport, and warehousing set-up.

4. Gap in the recruitment of international logistician.

5. Considering the increased volume of the supply line - National staff is in need of capacity building. The consultant is deployed in support and collaboration with another international P3 staff Logistician, who shall arrive at approximately the same time to ensure the day-to-day management of the supply function embedded in the OO department. The consultant will Serial Number: SUDAN/EDOC/2023/00260 ensure the coordination and information sharing between the WHE program and Operation department.

3. Planned timelines: 6 Months

4. Work to be performed

Output 1: In compliance with the WHO rules and regulations, the incumbent will develop comprehensive forecast of the supply needs within the WHE program and will collaborate with the UN partners present (WFP and logistics cluster etc.) and operational Health partners.

Deliverable 1.1: Provide technical opinion and Support the Supply and Procurement team and ensure that all tasks are performed in a timely manner.

Deliverable 1.2: Conduct Long Term Agreements (LTAs) and/or service contracts and other instruments, when necessary, either through standard or emergency procurement procedures in compliance with the Procurement Policy.

Deliverable 1.3: Coordinate distribution of supplies to affected areas and health partners. Deliverable

1.4: Provide proposal for improving the logistics set up and management systems.

Output 2: Development and implementation of SOPs and tools for program needs forecasting, definition of procurement plan and complex distribution plan. Ensure regular coordination and dissemination of logistic information between the departments in the country office.

Deliverable 2.1: Be responsible for design KPIs to monitor the logistics and supply chain operations efficiency. Deliverable 2.2: Development of SOPs and tools related to supply and logistics management for the country office and states and capacity building of staff.

Deliverable 2.3: Develop the tracking sheet in alignment with KPIs and updated supply line databank, including an interactive dashboard on the share drive.

Output 3: Conduct assessment mission and ensure OSL leadership during emergency response programs. Deliverable 3.1: Review Strengthen WHE operational readiness for emergency field missions

Deliverable 3.2: Collaborate with health partners and UN agencies for Logistics tactical and operational partnerships. Deliverable 3.3: Identify OSL needs and priorities to enable and support health emergency responses within the country. Define OSL concept of Operation for emergency responses.

Deliverable 3.4: Monitor and evaluate OSL and supply activities during emergency responses. Output 4: Implement a culture of monthly reporting for the logistics team.

Deliverable 4.1: Ensure proper implementation of a monthly pipeline overview to be shared with the head of units monthly.

Deliverable 4.2: Review and Update the dashboard to increase the visibility of the position of the shipments in the total supply chain.

Deliverable 4.3: Submit an end of mission report, covering the duration of the consultancy, given a snapshot of the existing logistic setup and the entire supply line for the country office, including the achievements, challenges, pending activities, recommendations, and way forward.

8. Travel: Travel to state offices. Travel dates Location: From To Purpose: All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance. Visas requirements: it is the consultant’s responsibility to fulfill visa requirements and ask for visa support letter(s) if needed.
