ORGANIZATIONAL CONTEXT

In 2018, WFP re-established its presence in the Caribbean with an office in Barbados. The WFP Caribbean Multi-Country Office (MCO) supports 22 countries and territories across the English- and Dutch-speaking Caribbean. WFP Caribbean’s capacity strengthening programme focuses on vulnerability analysis and mapping; end-to-end supply chain management; shock-responsive social protection; food systems strengthening; and climate risk financing. In times of crisis, WFP works with partners to provide direct assistance when events surpass national and regional capacities by delivering food, cash or voucher assistance, or through emergency logistics or emergency telecommunications service provision.

BACKGROUND

Through key relationships in the Caribbean with WFP's key partner in the region, the Caribbean Disaster Emergency Management Agency (CDEMA) and the Sub-Regional Focal Point countries (SRFPs) and all the 22 Participating states in the English and Dutch Speaking Caribbean, WFP will provide human capital, operational support, to the Office of Disaster Preparedness and Emergency Management (ODPEM). ODPEM seeks to fill a position as part of its strategic priorities for 2022-2026 to strengthen the logistics coordination and staffing structure.

With the global shift to information management systems through digitization and digitalization of logistics, management information, mapping tools, combined with workshops, simulations and training on end-to-end logistics supply chain management the desired candidate would be responsible for promoting and assisting the roll out of the CDEMA Logistics System and associated workshops and trainings.

Additionally, the candidate will support the ODPEM in the training and development of the national response capacity through the delivery of end-to-end logistics practices training sessions, incorporating software applications and emergency response hardware instruction’ hands on trainings, assisting with the development/revision of logistics plans and standard operating procedures.

The successful candidate will render support to ODPEM in their day-to-day activities as well as during national / regional emergency responses as required and by extension, regional partner states through the CDEMA Regional Response Mechanism.

JOB PURPOSE

To provide specialized support functions and/or supervise staff performing standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Support the development of the national relief and logistics policy and plan. Which incorporates the adaptation of the model national relief and logistics policy and plan under the CDEMA mechanism. 2. Provide data entry and management of national emergency relief inventory in CLS system/other IM systems. 3. Management in the gathering of information for logistics capacity assessments. 4. Building up a registrar of suppliers and assist in their registration for procurement; under standard international procurement guidelines, the Government of Jamaica procurement Guidelines as well as services that fall under logistics. 5. Primary support to the North Western subregional countries under ODPEM in the CDEMA structure. Extended support to other regional states upon approved request from the ODPEM. 6. Familiarize oneself with CLS system, end to end supply chain modules and its supporting trainings/hardware and assist in deployment of the same in emergency response operations. Facilitate CLS adaptation / development for ODPEM. 7. Leading the CLS with logistics capacity assessments and this data entry into the CLS library. 8. Work under the supervision of the ODPEM Senior Director of Emergency Preparedness and Operations to analyse national impact trends and develop plans for national emergency response. 9. Deploy in a leadership role to impacted countries as part of the CDEMA RRM to render technical and hands-on assistance and advice in relief efforts through the ODPEM / CDEMA. 10. Develop capabilities as trainer of trainers in operations of emergency deployment equipment, CLS software/hardware, best logistics practices. Deliver trainings to partner agencies in country and sub-regional countries as well as on emergency deployments. 11. Work to foster good working relationships with national/regional partner agencies / NDOs with the vision of overcoming logistical challenges, whether routine or emergency. 12. Deploy to WFP's Caribbean Office in Barbados (for a week to ten days) to gain understanding around the future of regional supply chain developments in coordination with ODPEM. 13. Building an electronic national logistics capacity tool and establishing a national emergency response supplies and relief inventory data base of suppliers. 14. Promote and educate on the use of CLS among partner agencies for improved linkages of procedures/response plans as coordinated by ODPEM. 15. Liaise with WFPs Head of Supply Chain on all areas of support that can be used to fulfil the requirements for ODPEM over the next years. Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries. 16. Coordinate requisitioning and ensure timely delivery of commodities and supplies to authorised partners and destinations. 17. Manage logistics vendors’ contracting activities including performance monitoring and measurement.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area. First University degree in Logistics, Supply Chain Management, Operations Management, or any logistics related / supporting field is an asset with additional years of related work experience and/or training/courses.

Experience: Six years or more of progressively responsible experience in logistics management or related role.

Knowledge and Skills:

    • The ability to drive and be licensed to drive in Jamaica.
    • Good understanding or working knowledge with software/applications and online systems.

Language: Working knowledge (proficiency/Level C) of English is required. Basic knowledge of Spanish would be an asset.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • A good working knowledge of Microsoft Suite;
  • Experience in Project Management and GIS would be an asset;
  • Experience working with software and online systems.
  • The physical capacity to work with large teams, deploy equipment or conduct training and workshops.
  • Experience in budget monitoring and reporting.

  • Travel Requirements: The WFP Caribbean Office cover the 22 English and Dutch speaking Caribbean countries. The selected candidate may be required to travel from time to time, both regionally and internationally, to support missions, emergency responses, training etc.
  • Remuneration: The starting salary for this position is JMD $ 218342.43.
