STRATEGIC OBJECTIVE/ACTIVITY

To ensure effective logistics operation in the areas under Qamishli Field Office, so food assistance reaches to needy people on time.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Job holder will work as Logistics Associate and responsible for logistics operation and supervision of logistics staff including CBT (Cash Based Transfer) logistics. The staff member will report to the Head of Field Office. He/She will esnsure effective delivery both direct from origin warehosues and from Qamishli warehouses to Cooperating Partners (CPs) and Final Distribution Points (FDPs) and FDPs.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the Job holder will be responsible for the following duties. (These duties are generic and thus are not all-inclusive nor are all duties carried out by all Logistics Associates)

1. Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries. This includes monitoring of direct deliveries from origin warehouses from coastal areas of Syria and dispatches from WFP warehouses in Qamishli to Cooperating Partner’s (CP) warehouses and Final Distribution Points (FDPs). 2. Coordinate requisitioning and ensure timely delivery of commodities and supplies to authorized partners and destinations. 3. Manage logistics vendors’ contracting activities including performance monitoring and measurement. 4. Support gathering market intelligence, vendor assessments (e.g. transporters, retailers) to support vendor selection process. 5. Identify, resolve and/or provide recommendations on specialized queries/requests for support, using initiative and following standard processes, to ensure timely and accurate resolution of enquiries with excellent client service mind-set. 6. Prepare, monitor and revise budget for all delivery modalities, ensuring adherence to relevant procedures and in compliance with corporate standards. 7. Monitor inventory management processes to track trends and account for the inventory status from source to beneficiary. 8. Support oversight for commodity accounting data quality and integrity. 9. Manage documentation processing for execution of logistics operations (e.g. customs clearance, invoice verification), take appropriate actions to resolve operational issues escalating complex issues to the supervisor. 10. Perform research, collect data and conduct analysis, produce reports (e.g. financial closure, physical inventory, transport performance) and ensure information accuracy in corporate systems to enable informed decision-making. 11. Liaise with internal and external stakeholders to support logistics operations management and contribute to effective service delivery. 12 Supervise logistics staff including CBT logistics under Qamishli FO. 13. Support logistics emergency preparedness and response activities including Logistics Capacity Assessment and Contingency Plan update, to support WFP’s response in emergencies.

STANDARD MINIMUM QUALIFICATIONS

Education:

Completion of secondary school education. A post-secondary certificate in the related functional area.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

At least six or more years of progressively responsible work experience in a relevant field.

Language:

Fluency in both oral and written communication in English and Arabic Languages.

KNOWLEDGE & SKILLS

Good interpersonal skills, knowledge of MS word, excel and power point. Knowledge of WFP corporate tools will be an added value.
