Through the Country Strategic Plan 2019-23 (CSP), WFP Cambodia is contributing to achieving Zero Hunger through a combination of direct implementation and systems capacity strengthening at national and subnational level. Through the CSP, WFP promotes access to nutritious diets through home grown school feeding and improving climate smart food production and transformation capacities of small holder farming communities, whilst strengthening standards and guidelines for food transformation to satisfy the increasing demand for nutritious processed and convenient foods. WFP supports national and subnational disaster and climate change risk management and to the national strategic direction and coordination on food security, nutrition and social protection through enhanced information systems, knowledge management, and public-private and south-south partnerships. WFP also responds to the acute food security and early recovery needs of vulnerable women, men, girls and boys impacted by recurrent disasters.

The CSP aims to contribute to six Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). These are:

Strategic Outcome 1: Vulnerable communities in Cambodia have access to nutritious, safe, diverse, convenient, affordable and preferred foods by 2025.

Strategic Outcome 2: Poor and vulnerable communities in Cambodia are more resilient to shocks and stresses in the food system by 2023.

Strategic Outcome 3: National and subnational institutions have strengthened capacities to mitigate risks and lead coordinated shock preparedness and response efforts by 2025.

Strategic Outcome 4: National and subnational institutions in Cambodia have strengthened capacities to develop, coordinate and implement well-informed, effective and equitable actions for achieving food security and nutrition targets by 2030.

Strategic Outcome 5: Development and humanitarian partners in Cambodia have access to common supply chain services throughout the year.

Strategic Outcome 6: Vulnerable people affected by crisis in Cambodia have access to nutrition-sensitive food assistance during and after the crisis.

CSP Position Title: Logistices Associate

Type of Contract: Fixed Term Appointment

Grade: GS - 6

Duty Station: WFP Country Office, Phnom Penh, Cambodia

Reporting Line: This position will fall under the direct supervision of the Logistics Officer.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries. 2. Coordinate requisitioning and ensure timely delivery of commodities and supplies to authorised partners and destinations. 3. Manage logistics vendors’ contracting activities including performance monitoring and measurement. 4. Support gathering market intelligence, vendor assessments (e.g. transporters, retailers) to support vendor selection process. 5. Identify, resolve and/or provide recommendations on specialised queries/requests for support, using initiative and following standard processes, to ensure timely and accurate resolution of enquiries with excellent client service mind-set. 6. Prepare, monitor and revise budget for all delivery modalities, ensuring adherence to relevant procedures and in compliance with corporate standards. 7. Monitor inventory management processes to track trends and account for the inventory status from source to beneficiary. 8. Support oversight for commodity accounting data quality and integrity. 9. Analyse operational pipeline and contribute to assessments and operational planning for all delivery modalities, to ensure that supply chain requirements are taken into consideration. 10. Manage documentation processing for execution of logistics operations (e.g. customs clearance, invoice verification), take appropriate actions to resolve operational issues escalating complex issues to the supervisor. 11. Perform research, collect data and conduct analysis, produce reports (e.g. CCTI, SPRs, financial closure, physical inventory, transport performance) and ensure information accuracy in corporate systems to enable informed decision-making. 12. Liaise with internal and external stakeholders to support logistics operations management and contribute to effective service delivery. 13. Supervise the work of support staff, providing practical advice and guidance, to ensure individual and team objectives are delivered to agreed standards and deadlines for all assistance modalities. 14. Support logistics emergency preparedness and response activities including Logistics Capacity Assessment and Contingency Plan update, to support WFP’s response in emergencies.

OTHER SPECIFIC JOB REQUIREMENTS

Fund Management and Billing

  • Work closely with Logistics officer on SC Funds Management and ensure that budget revisions and supply chain matrices are cleared in time.
  • Prepare the Supply Chain funds monitoring controls and reports needed to measure performance (actuals vs. planned) and cost analysis including the quarterly monitoring tool for all countries
  • Analyze and monitor Supply Chain expenditures status of new and on-going projects to achieve an optimal utilization of funds and to avoid any surplus/deficit.
  • Produce quarterly Supply Chain costing report and other reports on request.
  • Prepare, monitor and revise budget for all delivery modalities, ensuring adherence to relevant procedures and in compliance with corporate standards.
  • Support to provide inputs on critical issue for RMC meeting
  • Lead in processing an invoice in ITS and payment runs.

Emergency Prepareneess and Response

  • Support logistics emergency preparedness and response activities including Logistics Capacity Assessment and Contingency Plan update, to support WFP’s response in emergencies (either remotely or through deployment).

Commodity Accounting

  • Reconciliation of commodity data between LESS and COMET: analyze gaps and issues, liaise with RB/HQ colleagues as needed to rectify issues. Provide training/guidance to more junior staff.
  • Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
  • Coordinate requisitioning and ensure timely delivery of commodities and supplies to authorised partners and destinations.
  • Prepare Logistics Dashboard and regularly conduct LESS reconciliation with COMET, including creation of OBDs (confirmation of delivery.)

Logistics and Transport

  • Manage logistics vendors’ performance monitoring and measurement, extracting the transport performance evaluation from DOTS.
  • Support gathering market intelligence, vendor assessments (e.g. transporters, retailers) to support vendor selection process.
  • Manage documentation processing for execution of logistics operations (e.g. customs clearance, invoice verification), take appropriate actions to resolve operational issues escalating complex issues to the supervisor.
  • Manage port operation and extracting ULISEAS – Shipping tracking report to closely monitoring on all incoming shipments.
  • Create PR/PO and LTI for upcoming shipments and food dispatches as and when necessary.

Any other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area. Language: Fluency (level C) in English language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Minimum 6 years experience.
  • Experience maintaining corporate systems and running queries on ongoing shipments, pipeline information, insurance claims, and food stock.
  • Experience in administering third party service providers’ contracts.
  • Experience in compiling contract documentation.
  • Experience in contract execution.
  • Experience in budget monitoring and reporting.
