STANDARD MINIMUM QUALIFICATIONS

Completion of higher secondary school education, DAE Civil / University Degree in Civil Engineering.

ORGANIZATIONAL CONTEXT

These positions are based in Country Office Islamabad and Field Offices in Karachi, Quetta, Peshawar and Multan. Under the supervision of the Head of Supply Chain, the incumbents will receive technical guidance from the Construction Manager based in Country Office, Islamabad.

JOB PURPOSE

Under the overall supervision of Head of SC, the incumbents will directly report to the Construction Manager. At this level, job holders demonstrate responsibility and initiative to respond independently to queries with only general guidance for all assistance modalities for both WFP and engineering services. There is a requirement to use judgment in dealing with unforeseen problems daily. Job holders typically manage a small team, supervising and coaching staff. The Employer is responsible for delivery of multiple construction projects including renovation of facilitation centres, providing support to EHSAAS Nashonuma Stunting Prevention Project, construction of warehouses network, security improvement works, and other building works. The job holders will assist the construction manager in the execution of the renovation activities where applicable and ensure that the contractor executes the project in accordance with the requirements of the renovation deliverable agreed as per the contract. Job holders will oversee the execution of the construction projects at various sites. Incumbents shall report directly to a WFP Construction Manager (CM) who will be responsible for delivering the overall Project on behalf of the Employer.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Provide specialised support in conducting and reviewing the initial assessment report and based on the requirements and space allocated. Identify the renovation work needs including costs estimations to implement civil works, structural, electrical, mechanical, or special systems within the projects (including project schedules). 2. Prepare & Assemble project documentation like drawings, BOQs, specifications, tender documents for procurement actions as required. 3. Maintaining technical and administrative records for project sites, compiling, and managing records and reports, when required. 4. Operate computer-aided Engineering, surveying, and design software packages and equipment, to perform Engineering tasks. 5. Overseeing and managing Quality Assurance and Quality Control procedures for construction projects. 6. Analyse Plans, BOQs, specifications for all works. 7. Assist in tendering, evaluation and contract documentation as and when required 8. Site visit when required to newly planned sites for quality assurance and to prepare plans and BOQs for construction work. 9. Verify the bills at the sites to ensure that amounts claimed for the quantities of work done are correct and as per the “As Built” at the sites. 10. Provide support in overseeing the execution of the renovation works from project commencement through to completion. 11. Monitor closely the works progress to ensure it is proceeding in accordance with the approved work programme. 12. Execute any technical tasks requested by the CM, including, but not limited to measurement, taking samples of materials etc. 13. If required, oversee the execution of any work required during the defect’s liability period.

OTHER SPECIFIC JOB REQUIREMENTS

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

At least 5 to 6 years of relevant post-qualification civil engineering experience. Previous work experience in renovation works, construction, buildings, maintenance. Project planning, budgeting and contracting. Work experience in multi roles with multinational firms as representative from a contractor, consultant, and client side. Experience in health and safety and Quality Assurance / Control. Experience of working in difficult geographical and security environments.
