Malawi is a small landlocked country in Southern Africa. With a population expanding rapidly at 3 percent per year and the majority of livelihoods dependent on agriculture, the population is highly vulnerable to the effects of climate-related disasters. Poverty is experienced by most rural families, with those headed by women suffering the most. Relying on small parcels of densely cultivated land for their livelihoods, rural Malawians are highly affected by climate change. Episodes of drought as well as severe flooding are increasing in frequency, intensity and unpredictability, giving the most vulnerable households inadequate time to recover.

Malawi’s challenges are also compounded by high rates of HIV infection (at 9.6 percent), low primary school completion rate (at 51 percent) and chronic under-nutrition (at 37 percent for children under 5). WFP continues to partner with the government, other UN agencies, NGOs, civil society and the private sector to achieve the Sustainable Development Goals (SDGs) by 2030, with a particular emphasis on reaching Zero Hunger (SDG 2), addressing structural drivers of hunger wherever possible.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide logistics linkages in cash based transfer programming through market data information, market functionalities, research and networking.
  • Assess structure and capacity of the retail sector to deliver in-direct food assistance, both in regular and emergency operations;
  • Undertake a comparative cost analysis of the delivery of direct and indirect food assistance in both regular and emergency operations, including impact on logistics budget (LTSH);
  • Ensure early warning and risk assessment of supply, across modalities: supply chain mapping (WFP and Retail); market capacity and elasticity, drivers of change and risk;
  • Assist in prioritization: scenarios of rupture/sudden change and requirements to assure and improve supply (adjust modality mix, prepositioning, retail response network);
  • Using above analyses, take active part in the design of the food modality mix, as early on as possible, providing the logistics network configuration information and supply chain risk analyses;
  • Take active part in performance analysis of crafted modality mix, and recommend adjustments from a supply chain perspective on the basis of sound justification (assurance/reliability of supply, cost, preparedness, other identified criteria)

KEY ACCOUNTABILITIES..CONT

  • Establish logistical guidelines and checklists for the assessment of markets, agents and merchants to determine suitability on implementation of cash or voucher based interventions.
  • Conduct localized logistics capacity assessments in terms of retailer capacity assessment including supply chain analysis, retailer mapping to resolve infrastructure, food and transport prices, etc.
  • Establish criteria for the identification of cash/e-voucher collection or delivery points and participate in the process of CBT verification of beneficiary accounts.
  • Establish reports based on logistics guidelines for the cash based transfers programming and distribute them according to requirements;
  • Carry out periodic verification of financial service providers invoices and posting of service entry sheets in SAP/WINGS before final payments to service providers;
  • Assist in preparation of monthly transport plans based on approved distribution plans, creation of TPOs, STOs in LESS/WINGS and facilitate clearance and approvals;
  • Follow up with transporters on loading plans and take an active role in preparation of loading orders (OBDs/waybills) and shipments in LESS based on the plans;
  • Act as an alternate in all functions for the position of Logistics Assistant –Transport/Operations
  • Any other duties as assigned from time to time.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree and equivalent experience in one or more of the following fields: Logistics & Supply Chain, Economics/Trade, Commerce, Business Administration.

Language: Proficiency in both oral and written English and other local languages

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Postgraduate dynamically responsible professional experience in commercial or government logistics and ancillary sectors in one or more/ or a combination of the following areas:

  • Logistics economics, logistics management
  • Supply chain management
  • Market analysis, cost analysis, logistics analysis
  • Retail store operations/logistics management (ideally concerning food/grocery);
  • International trade (import-export / understanding of regulatory obligations, barriers and limitations);
  • Marketing (market research, monitoring and analysis);
  • Product management (general knowledge about trade in food commodities; factors affecting

OTHER SPECIFIC JOB REQUIREMENTS

Knowledge

  • Experience utilising computer packages for report production and presentations.
