BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

After ten years of conflict, families across Syria are facing unprecedented levels of poverty and food insecurity. WFP estimates that 12.4 million Syrians are now food insecure. This is an increase of 4.5 million in the last year alone and the highest number ever recorded. Years of conflict, displacement, soaring food prices and a decline in the value of the Syrian Pound have affected the lives and nutritional status of some of the country’s most vulnerable people, including women and children. The price of basic food items is now 29 times higher than pre-crisis averages.

WFP is currently planning to scale up the use of cash-based transfers in Syria as an effective and efficient path to achieve food security and nutrition results as they empower people with means and choice to address their essential needs in local markets; and boost local markets through the injection of cash.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Coordinate supply chain operational issues related to CBT with CO Logistics CBT focal points to ensure smooth implementation of CBT programmes
  • Assist with macro and micro retail supply chain assessments as required
  • Conduct analysis and mapping to identify gaps in the retail network based on programmatic objectives, and ensure this exercise is updated periodically
  • Establish requirements for retail shop selection aligned to the programmatic objectives and assist procurement with the details to be included in the contractual agreements with retailers
  • Coordinate with procurement to keep track of contracts and contract extensions of the retailers, and oversee regular performance evaluations are completed in a timely manner to ensure continuation of operations

  • Supervise payment process on daily basis in coordination with the Logistics Officer (CBT)

  • Supervise the reconciliation of commodities and invoices
  • Participate in the CO CBT Technical working group and relay all relevant info to the CO and FO Logistics CBT Focal Points.
  • Provide support and build capacity of FO Logistics CBT focal points on issues related to retailers such as retail capacity assessment, retailer selection, retailer monitoring; retailer evaluation; invoices, and reconciliation.
  • Participate as advisor in the Local Procurement Committee (LPC) choosing retailers in governorates.

  • Assist with operational contingency planning and preparedness reviews, to ensure a coordinated response, and to ensure that supply chain related risks and requirements are taken into consideration

  • Ensure the safeguard of internal control systems are functioning and that all relevant records are maintained
  • Provide CBT updates, data and reports upon request
  • Perform other duties, as required by the supervisor

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Experience: At least five years of experience in logistics, supply chain, retail, warehousing, monitoring & evaluation or another related field

Languages: Fluency (level C) in oral and written communication in Arabic & English.

Knowledge & Skills:

  • Demonstrated knowledge of cash-based transfers
  • Experience managing projects and working cross-functionally
  • Excellent IT skills and attitude open for innovation
  • Attention to details and meticulous
  • Ability to adapt and respond quickly to various stakeholders’ requests.
  • Ability to demonstrate a client-oriented approach, high sense of responsibility, and courtesy.
  • Excellent communication skills
  • Mature judgment with excellent interpersonal skills
  • Knowledge of the retail sector and retail best practices are a plus
