ORGANIZATIONAL CONTEXT

The hunger crisis in Afghanistan is unfolding at a rapidly, with over half the country’s population of 40 million now facing acute food insecurity—the highest number the humanitarian community has ever seen in Afghanistan. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.

Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

Responsible for the Workshop supervision of all WFP Vehicular Assets Repairs and Maintenance in the Area Office and co-ordinate these activities in accordance with the Procedures, Normative Guidelines and Business Rules as set by WFP.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of immediate supervisor and in co-ordination with all Fleet staff, the incumbent shall perform the following duties:

  • Supervise scheduled maintenance & repair, overhaul, reconditioning, and modifications in the most efficient manner to ensure that all vehicles are maintained to a high standard and in a roadworthy condition.
  • Oversee the materials management aspect of the operation and, in particular, the controlling, justification, and issuance of spare parts, tyres, lubricants & consumable materials.
  • Assist in the forecasting and requisitioning of spare parts: prepare orders for spare parts/tires and materials required for the operation and submit these requests for the approval of the Workshop Manager.
  • Provide oversight and supervision to all staff and ensure that the work is carried out to a satisfactory standard as required by the Organisation, including timekeeping and completion of timesheets.
  • Support the vehicles' control and cost-effectiveness and prepare recommendations for write-offs, where necessary.
  • Investigating means constantly reducing the Fleet's operational costs regarding maintenance activities.
  • Use VMRS (Vehicle Maintenance & Reporting Standards), reason-for-repair, work-done codes and component codes, analyze data to improve maintenance and recommend modifications to solve technical problems.
  • Ensure proper workshop administration, record keeping & vehicle history records are well maintained via the Fleet Management System (FMS).
  • Ensure timely, accurate data into the FMS for the repairs, tyres & stock control modules.
  • Assist and ensure that all reports and information, as required are produced promptly on a timely basis via FMS. Additionally, analyze the information and quality of the report before distribution.
  • Responsible for supervising oil & lubricants to ensure that the quality/quantities of the supply of lubricants are by standards set.
  • Ensure that minimum health and safety requirements are met in full, together with considerations for environmental needs.

STANDARD MINIMUM QUALIFICATIONS

Education

  • Completion of secondary school education in Technical Mechanical/Automotive. A bachelor's degree in Mechanical Engineering and supplemented by vocational training programme in automotive service for both Light and Heavy Vehicles is desirable.
  • Driver’s license/certification to operate commercial or light vehicles following local rules and regulations.

Work Experience

  • Held position of Workshop Foreman/Supervisor or similar job in a company/NGO with at least five years of experience gained in the relevant field.
  • Good working knowledge of the complete Microsoft Office suite.
  • Experience gained using a computerised Fleet Management System.

Language

  • Fluency in both oral and written communication in English. Ability to speak fluently in Pashto and Dari.
